4 dead, 16 injured as bus with miners fired upon in E. Ukraine

At least four people have been killed and 16 injured after a bus carrying miners came under shelling in Lugansk Region, eastern Ukraine. The bombardment almost ripped the bus apart, according to local witnesses

“Four [people] have been killed and 16 injured, two of them are in intensive care as they were seriously injured,” Maksim Timchenko, director general of the Donbass Fuel-Energy Company (DTEK), said.

The bus was transporting the miners from DTEK to their workplace when it came under artillery fire at about 5:40pm local time (14:40 GMT). It is still unclear who carried out the attack.

The company has decided to stop the work of some of its facilities in the region due to avoid similar tragedies.

“We decided to stop the work on 4 mines in Lugansk Region where 4,500 people are employed until we are sure that people are safe [there],” Timchenko added.

Earlier the company’s press service reported of 15 injured, but didn’t state the number of dead.

‘As a result of the shell which hit the bus, more than 15 people have been injured. There are also killed [miners],” said an official statement from DTEK company.

DTEK is an energy holding company with HQ in Donetsk, eastern Ukraine. It is the largest private vertically integrated energy holding in the country.

Established in 2005, the company employs about 140,000 people. In February, 2013, DTEK controlled about 50 percent of Ukraine's coal production.

DTEK ones bring about 41.4 million tons of coal annually.

250 civilians killed in Ukraine’s Lugansk during last two months – OSCE

At least 250 civilians were killed and over 850 wounded in June and July in the opposition-controlled city of Lugansk, which is besieged by the Ukrainian military, the daily report by the OSCE Special Monitoring Mission said.

According to the report, the observers met with members of Lugansk emergency first aid brigade on Thursday.

“The doctors said that in June and July alone there were 250 killed and 850 wounded in the Lugansk region,” the document published Saturday said.

The figures didn’t include civilians killed in close vicinity of combat zones outside the city as well as causalities among those involved in fighting, the report pointed.

The medics also told the Special Monitoring Mission (SMM) that “increasingly more people were being killed by booby traps and mines.”

The situation in Lugansk and Donetsk Regions “remained tense with on-going fighting around the city of Luhansk,” the observers said.

The report says the “SMM heard the sound of a shell hitting a garage,” while patrolling the center of Lugansk.

When the mission arrived on the scene, they found “one man killed lying on the pavement; the garage and a car were totally demolished.”

On Saturday night, air sirens started off in Lugansk as a fighter jet was spotted in the skies following a brief mortar shelling. Friday attacks took 15 lives while over 50 more were injured, local authorities said.

As the situation in the country’s east continues to deteriorate, Ukrainian President Petro Poroshenko refused to include south-eastern militia in the peace negotiations, which are aimed at resolving the conflict in the country.

Poroshenko, who met with Dutch foreign minister Frans Timmermans in Kiev on Saturday, blamed the self-defense forces for bringing down the Malaysia airline’s plane, which resulted in 298 deaths two days ago.

"Speaking about the settlement of the conflict in the Donbas, Poroshenko noted that those who are related to a terrorist attack cannot be a party in the negotiations. Their crime should be investigated in international courts," the Ukrainian president’s press service said.

Poroshenko also announced that Kiev is preparing international legal claims in order for the People’s Republic of Donetsk and Lugansk to be globally recognized as terrorist organizations.

The crackdown on the south-east started in mid-April, after people in the Donetsk and Lugansk regions refused to recognize the coup-imposed authorities in Kiev and demanded federalization.

The Ukrainian military and National Guard resorted to airstrikes and shelling in their struggle against the self-defense forces in Donetsk and Lugansk.

The operation stalled for some time, but then Kiev achieved major military gains by taking control of important militia strongholds – the cities of Slavyansk and Kramatorsk – in early July.

Government forces are now using all its arsenal to crush rebel resistance in the regional capitals of Donetsk and Lugansk.

On July 10, Ukraine’s deputy health minister spoke of 478 civilians being killed in the conflict, with nearly 1,400 people receiving injuries.

Disregard of the population by Kiev troops saw the number of Ukrainian refugees fleeing to Russia reaching 110,000 people, while 54,400 others were displaced within Ukraine, according to stats from the UN High Commissioner for Refugees (UNHCR).

A report by the UN Office for the Coordination of Humanitarian Affairs says over 4.5 million civilians remain in the war zone in Ukraine.

Russian General Staff claims to have credible data about Ukrainian army use of phosphorous bombs

The Russian Defense Ministry cited data that showed that the Ukrainian armed forces were using phosphorus-containing ammunition during the hostilities in southeast Ukraine, Maj. Gen. Viktor Poznikhir of the Main Operative Directorate of the Russian Army General Staff said on Friday. "Today we have credible proof that it was phosphorous-containing ammunition that were used in Ukrainian cities and populated areas. This claim is based on characteristic signs," the general said on the Rossiya 24 television channel.

The General Staff representative cited instances of use of this sort of ammunition.

In particular, such instances include: the June 12 artillery shelling by the Ukrainian Armed Forces of the city of Slavyansk with phosphorous ammunition; the June 21 use by aircraft of phosphorous and cluster ammunition in an attack on the village of Semenivka in the eastern suburb of Slovyansk; the June 29 artillery shelling with phosphorous ammunition of the village of Semenivka; the July 7 artillery shelling with phosphorous ammunition of the city of Lysychansk; and July 23 use by the Ukrainian army aircraft of phosphorous bombs against the city of Donetsk.

Phosphorous-containing ammunition has a number of features which make it distinct in use: "high falling speed, unlike luminescent ammunition; dispersal of blazing elements over a large area, resembling in shape a whirl of sparkle; causing big fires on impact sites; and a high combustion temperature," the general said.

The Russian General Staff urged Ukraine "to stop using the ammunition banned by international conventions."

"Given the consequences the use of such weapon leads to in east Ukraine, we are appealing to international organizations, including medical ones: no need to keep mum on these facts," Poznikhir said.

UN Acknowledges Kiev Forces Using Heavy Weaponry in Eastern Ukraine


GENEVA, July 28 (RIA Novosti) – Pro-Kiev forces are employing heavy weaponry against independence supporters in Ukraine’s eastern regions of Donetsk and Luhansk, a report released by UN High Commissioner for Human Rights Navi Pillay, said Monday.

Independence forces are also using such weaponry, according to Pillay.

“The reports of increasingly intense fighting in the Donetsk and Luhansk regions are extremely alarming, with both sides employing heavy weaponry in built-up areas, including artillery, tanks, rockets and missiles,” the report read.

Pillay called on both sides to end fighting as the situation in eastern Ukraine has deteriorated during past two weeks.

“Already increasing numbers of people are being killed with serious damage to civilian infrastructure, which – depending on circumstances – could amount to violations of international humanitarian law. The fighting must stop,” Pillay said.

According to the report, more than 1,100 people have been killed in the Ukrainian conflict since mid-April and more than 100,000 others have fled the conflict zone.

Earlier in the day, a representative of Russian interagency command group told RIA Novosti the number of refugees accommodated in temporary settlements in various regions of Russia has almost reached 33,000. According to the Russian Federal Migration Service, more than 500,000 Ukrainian refugees have entered Russia since April.

Kiev keeps deploying missile launchers, including SS-21 (Scarab) and multiple rocket systems Uragan and Smerch in Donetsk as it “wants to continue the war” in eastern Ukraine, Russia’s Foreign Ministry said in a statement.

“The Ukrainian army continues deploy Tochka U [which NATO refers to as SS-21 or Scarab], Smerch [the BM-30 Tornado] and Uragan [the BM-27] missile complexes to Donetsk. How many more lives will this weapon take?   

However, the Kiev authorities, it seems, are no longer concerned about the lives of civilians, military and militias. Kiev wants to continue the war,” Russia’s Foreign Ministry said in its statement, which was posted on its website.   

The ministry stressed that Kiev’s “punitive operation,” which it is carrying out with “the Western regime sponsors’ incitement,” is claiming the lives of innocent civilians and leaving a “significant number of injured.”   

“The humanitarian situation is deteriorating in the region,” the Foreign Ministry said. “Despite Russia successive appeals to the Ukrainian authorities and international organizations to take urgent joint action with regard to the humanitarian disaster and sufferings of the people in the southeast of the country, very little has changed there,” it added.   

Kiev is also continuing its crackdown on Russian journalists who have come to the region to cover the situation in eastern Ukraine. The ministry was referred in particular to a recent case when Alina Eprimian, a producer for RT’s video agency Ruptly, was deported from the country.   

“The reporter was accused of an attempt to destabilize the situation in the country while shooting [her story] at one of the protests against the mobilization [of the Ukrainian army] in Trans-Carpathia,” the ministry said in its statement.   

The ministry has stressed the necessity of an “immediate” ceasefire in eastern Ukraine and the “start of negotiations to resolve vital issues of the further state structure of the country.”

Putin Calls on Ukraine's Militia to Open Humanitarian Corridor for Besieged Servicemen


MOSCOW, August 29 (RIA Novosti) — Russia’s President Vladimir Putin urged the militia in Ukraine to open a humanitarian corridor to allow besieged Ukrainian servicemen to leave battle ground, the Kremlin said in a statement Friday.

"I call on the militia forces to open a humanitarian corridor for Ukrainian servicemen that became encircled, in order to avoid pointless casualties, and to give them an opportunity to freely leave the area of military action, reunite with their families, to return them to mothers, wives and children, to provide medical help to the wounded as a result of the military operation," Putin said in the statement.

Independence supporters of the self-proclaimed Donetsk People's Republic (DPR) encircled Ukrainian battalions outside the small town of Ilovaisk, 35 kilometers from Donetsk. Media reports say fighting does not stop in the area, and the militants start to experience shortages of food and water.

Ukraine's President Petro Poroshenko accused the commanders of two subdivisions of leaving the line of resistance. At the same time, Ukrainian National Security and Defense Council spokesman Andriy Lysenko said Ilovaisk remained under the control of the Ukrainian forces, which were reinforced on Wednesday.

On Thursday, the DPR militia announced that they captured the checkpoints and strongholds of Ukrainian special forces in the outskirts of the southern town of Novoazovsk on the Sea of Azov.

In mid-April, Kiev launched a military operation against independence supporters in the southeast of Ukraine after they refused to recognize the legitimacy of the coup-imposed government.

According to the United Nations, more than 2,000 people have died as a result of the confrontation, and over 4,950 people have sustained injuries in the fighting.

MOSCOW, August 29. /ITAR-TASS /. Leaders of the self-proclaimed Donetsk People's Republic are ready to provide humanitarian corridors for encircled Kiev-loyal troops on condition of their disarmament.

The republic's Prime Minister Alexander Zakharchenko told Russia 24 Television on Friday that the republic's leaders supported Russian President Vladimir Putin's initiative.

"With all due respect for Vladimir Vladimirovich Putin, the president of the country that is the first to support us morally, we are ready to provide humanitarian corridors for encircled Ukrainian troops on condition that they surrender heavy weapons and ammunition so that the weaponry and ammunition would not be used against us," he said.

Putin's address

The Kremlin press service said earlier on Friday that Putin in his address to militia of Novorossia (the Donetsk and Luhansk republics) urged to let troops out of the encirclement to prevent unneeded casualties. The president said many servicemen participated in the Kiev-organized military operation in the southeast not on their own free will but obeying the order. He called on Kiev authorities to immediately stop fighting and sit at the negotiating table with Donbass representatives. The president pledged that Russia would continue providing humanitarian aid for southeastern Ukrainian regions.

The presidential address reads as follows: "I am calling on militia forces to open a humanitarian corridor for encircled Ukrainian servicemen in order to avoid senseless casualties, enable them to get out of the area of combat operations unimpededly and reunite with their families; bring them back to their mothers, wives, and children, and urgently to give medical aid to those wounded in the military operation".

Russia will continue to render humanitarian aid to the population of Donbass, says an address, issued by Russian President Vladimir Putin, to the militias of Ukraine's south-east. President stated, "The Russian side is ready and will continue to provide humanitarian aid for the population of Donbass who suffer from a humanitarian disaster".

Humanitarian aid

The Russian Emergency Situations Ministry sent a convoy of 262 trucks with relief supplies for residents of the war-torn southeast of Ukraine on August 12. The cargo contains some 2,000 metric tons of humanitarian aid, including food (grain, sugar, baby food), medications, sleeping bags and portable power generators.

Troops loyal to Kiev and local militias in the southeastern Ukrainian Donetsk and Luhansk regions are involved in fierce clashes as the Ukrainian armed forces are conducting a military operation to regain control over the breakaway territories, which on May 11 proclaimed their independence at local referendums and now call themselves the Donetsk and Luhansk People’s republics.

During the military operation, conducted since mid-April, Kiev has used armored vehicles, heavy artillery and attack aviation. Hundreds of civilians have been killed in it. Many buildings have been destroyed and hundreds of thousands of people have had to flee Ukraine’s embattled southeast.

Donetsk Official: East Ukraine Conflict Leaves 30,000 Killed, Injured

DONETSK, September 8 (RIA Novosti) – At least 30,000 people were killed or injured in the military conflict in southeastern Ukraine, the parliament speaker of the self-proclaimed Donetsk People’s Republic (DPR) said Monday.

“At least 30,000 [people] were killed or injured. The figure includes casualties on both sides – the self-defense forces and the Kiev troops, as well as civilian casualties,” Boris Litvinov said.

UN officials earlier said that the east Ukraine conflict casualties does not exceed 3,000, according to their estimates.

DPR deputy prime minister in charge of social issues, Alexander Karaman, said that “more or less precise figures will be learned when all territories are freed, and after the disinterment and examination of numerous mass graves.”

In early September, Ukrainian National Security Council Speaker Andriy Lysenko reported that since the start of the military operation, some 846 Ukrainian soldiers have been killed and 3,072 have been wounded.

On September 3, Russian President Vladimir Putin proposed a seven-point peace plan for Ukraine, urging Kiev to withdraw its troops from the country’s southeastern regions.

On September 5, representatives from Ukraine, Russia and the Organization for Security and Cooperation in Europe (OSCE) agreed to a ceasefire between Kiev and independence supporters during the meeting of the Contact Group on Ukraine in Minsk. The ceasefire started at 15:00 GMT the same day.

Artillery strikes heard again in Donetsk

DONETSK, September 08./ITAR-TASS/. The first half of the day was relatively calm in Donetsk, but after 12:00 residents again reported that artillery strikes were heard in many districts of the city, the city council press service said.

At the same time, the lull in the morning allowed resuming electricity supply to one district, where 30 transformer stations were repaired. Repair also continued on damaged gas lines.

Water supply is disrupted in four districts in Donetsk.

The mayor’s office said Donetsk was one of few cities in the region that had water, though not enough. Supply from the Donets-Donbass canal is limited.

An agreement on a ceasefire and a peace plan was reached during the meeting of the contact group in Minsk on September 5 with the participation of representatives of Kiev, southeastern Ukrainian regions, the OSCE and Russia.

Leaders of the Donetsk and Luhansk republics repeatedly said they would observe the ceasefire.

Ukraine’s armed forces during the lull are actively rotating, bringing new troops and weapons to deployment places in the southeastern regions, Vice-Premier of the self-proclaimed Donetsk People’s Republic Andrei Purgin told ITAR-TASS on Monday.

“Ukraine is conducting an active rotation of its troops, bringing new troops in. There is movement of vehicles. They have new armoured personnel carriers," he said.

The Donetsk republic’s forces reported the growing number of Ukrainian troops near the residential site of Debaltsevo. “We will certainly draw attention of international organizations to it,” Purgin said.

It is the third truce during which Ukraine actively rotates and moves its troops.

”They are doing what was impossible without truce conditions. All the movements of convoys would have been impossible. During the truce, convoys of combat vehicles reach destinations and prepare for attacks,” he said.

A Ukrainian Security and Defense Council official admitted that new troops and equipment arrived at the zone of the military operation, while a ceasefire was declared.

“Ukraine has enough forces to repulse enemy attacks. Forces and equipment that arrive in the zone of combat operations are being prepared,” the National Security and Defense Council’s spokesman Andrei Lysenko said on Monday.

Ukrainian troops observe the ceasefire, but in case of threat to their lives they open retaliatory fire, he said, adding troops remained at deployment places where they were before the ceasefire agreement was signed.

Novorossia's army transferred 1200 prisoners of the Ukrainian soldiers to the Ukrainian government without any conditions. The Ukrainian Army sent boxes with the heads which are cut off from captured soldiers of Novorossia's army, to their relatives. The Russian military Intelligence finds out exact quantity of such boxes.
