Abkhazia asks Russia to recognize its independence

SUKHUMI. Aug 21 (Interfax) - The popular assembly of Abkhazia has   
adopted an address to the Russian president, the Russian Federation   
Council, and the Russian State Duma, asking for recognition of   
Abkhazia's independence.   
   
The text of the resolution on the recognition of the republic's   
independence was adopted at a popular assembly held in Abkhazia's   
capital Sukhumi on Thursday. The 55,000 people who took part in the   
assembly backed the text of the resolution with applause.

VLADIKAVKAZ. Aug 20 (Interfax) - The Russian Federation Council is   
prepared to recognize South Ossetia's and Abkhazia's independence if the   
peoples of these breakaway Georgian provinces express such a will, said   
Federation Council Chairman Sergei Mironov.   
   
"The Federation Council is prepared to recognize South Ossetia's   
and Abkhazia's independent status if the people from these republics   
wish it to be so and also if the Russian president makes a relevant   
decision on this score," Mironov told journalists in North Ossetia,   
where he is accompanying a humanitarian cargo donated by the Federation   
Council members.

Belarus president meets with S. Ossetian, Abkhaz leaders

MOSCOW. Aug 20 (Interfax) - Belarusian President Alexander
Lukashenko met with the leaders of South Ossetia and Abkhazia, Eduard
Kokoity and Sergei Bagapsh, the South Ossetian government said.

"The South Ossetia issue was discussed at the meeting. Alexander
Lukashenko condemned Georgia's armed aggression against South Ossetia.
The Belarusian president said it had been decided to give humanitarian
assistance to the people of the republic," South Ossetia's Information
and Press Committee said in a report posted on its website.

Syria praises Russia's decision to withdraw troops from Georgia

SOCHI. Aug 21 (Interfax) - Syrian President Bashar al-Asad has   
described as "courageous" Russia's decision to withdraw its troops from   
the Georgian-South Ossetian conflict zone.   
   
"We praise Russia's courage in that it has decided to comply with   
international initiatives and withdraw its troops" from the conflict   
zone, Asad said at the beginning of negotiations with Russian President   
Dmitry Medvedev in Sochi on Thursday.   
   
Syria is "against attempts to blacken Russia," he said.   
   
Syria expressed support for Russia's actions in Abkhazia and South   
Ossetia, Asad said. "We understand the essence of Russia's position,   
treat Russia's military response with understanding and believe that   
this was a response to a military provocation on Georgia's part," Asad   
said.   
   
Noting that Medvedev and he would discuss Middle East and Caucasus   
problems at the talks, Asad said "these problems are very similar" and   
are of "strategic importance" for peace and security.

Russian weaponry supplied to Syria will be limited to defensive weapons- Lavrov

SOCHI. Aug 21 (Interfax) - Russia is ready to supply new weapons to
Syria, but only   defensive weapons, which do not upset the balance of
power in the region, Russian Foreign Minster Sergei Lavrov told
reporters.

"We are ready to consider Syria's request for the purchase of new
weapon samples," Lavrov told reporters.

"We will supply weapons [to Syria], which are defensive and do not
upset the balance of forces in the region," said Lavrov.

Mass rally asks Russia to recognize S. Ossetia's independence

TSKHINVALI. Aug 21 (Interfax) - A mass rally in South Ossetia urged   
Russia to recognize Georgia's breakaway region as an independent state   
was held on Thursday.   
   
"We call upon Russia to become the first state in the world   
community to recognize the national independence of the Republic of   
South Ossetia,
" the rally said in an appeal to the Russian president and   
the chairmen of both houses of Russia's parliament.   
   
The reason for the request is "the special character of relations   
between South Ossetia and Russia, with the majority of the population of   
the republic being Russian citizens, the similarity between the history   
of Russia and that of Ossetia, and the fact that the South Ossetian   
people have always remained loyal to the choice of their ancestors who   
made an eternal union with Russia,
" the appeal said.   
   
The South Ossetians "have not departed from their commitments [as   
an ally of Russia] on a single occasion," it said.

Show of strength by separatist Abkhazia

Rallying for recognition of their self-declared independent state, thousands of people have gathered in Georgia’s rebel enclave of Abkhazia.

Like South Ossetia, Abkhazia is a strongly pro-Russian region that fought a war to break away from Tbilisi’s rule. But both territories are regarded internationally as still part of Georgia.

Now Abkhazia’s separatist administration is making fresh appeals for recognition, not least from Moscow.

On Monday, Russia’s upper house of parliament will discuss the issue. President Dmitry Medvedev has already said he will guarantee any decisions the enclaves take about their future.

Leader of Abkhazian parliament: Only recognition can prevent from extermination of Abkhazian ethnos

Abkhazia should have all rights that other states have. The speaker of the Abkhazian parliament, Nugzar Ashuba stated this pleading at a national congress in Sukhumi.

According to a Regnum correspondent, the speaker stressed that nobody should cast a shadow of doubt that the Abkhazians would reach their main goal. He said the point of view of the Abkhazian people should be the source of all decisions on this issue.   “Abkhazia will never exist with Georgia in a single state. We hope that the Abkhazian voice will be heard and, mainly, we are waiting for it from Russia. The world should decide the issue of Abkhazian recognition,” he marked, stressing that the state would not suffer a repulse though they have repeatedly tried to do this. Ashuba expressed gratitude to Russia and noted that the time came for affirmation of their will to live in an independent state.   “The recognition only can prevent from extermination of the Abkhazian ethnos,” the speaker stressed. Common people are also speaking at the congress and state unanimously they do not intend to live within Georgia.

It is worth mentioning, all high-ranking officials are present at the congress. The prime minister and the Abkhazian president are expected to take the floor too. According to organizers, the number of participants reached 50 thousand.

Modest Kolerov: The New Big Caucasus. Mutual containment without aliens. What exists no more and what can happen


The USA advised quite roughly to Syria not even to speak about the war in South Ossetia and responsibility of Georgia for its outcomes, but to occupy itself with “regional” problems instead. It is quite a precise and timely idea: for Syria, one of key regional problems is the alliance of Turkey and Israel. The Turkey whose military, economic, political, special Ajarian and special Abkhaz interests are intertwined with Georgia and its prospects. And the Israel who had been arming Georgia – the aggressor — up to the most recent days, who stated by lips of its ambassador to Georgia that Holocaust only was the genocide, rather than the Armenian Genocide in the Ottoman Empire (Armenians once found their shelter in the territory of the current Syria and Lebanon controlled by it).

To cut it short, here we have our own complicated, historical “regional” drama. It is not for a representative of the other side of the Moon, who is unable to find Syria and Caucasus without consulting a global map, to step forward with methodological instructions. However, the USA unwillingly noted rightly the main thing: the new Caucasus that fell prey to the failed American game in a “controllable conflict” in South Ossetia and Georgia cannot afford remaining the ground for provocations of stranger, be they very interested, parties. The Balkans managed to do this, but the Caucasus failed.

The matter is about the need for a new system of security in Caucasus that, independently from diplomatic victories and failures, from number of new wars and genocides, will call for absolute exclusion of “global” players, who are not connected with the fate of Caucasus in terms of life or physically, for simple survival of the region as a most complicated ethnic, religious and political unity.

It is these “global” incompetent players that force Ukrainian premier-contender Timoshenko sign by her political name an article made of the Kennan’s “long telegram” and almost Hitler-style main features, headlined “Containing Russia”. For the same purpose of “containment,” they bring to Tbilisi a descent of leaders of the Baltic countries, Poland and Ukraine touring far away from their domestic problems. Or, they glue together the poverty-struck Moldova with the well-off Azerbaijan into the internally unmotivated GUAM. It would be of the same dubious nature, if, for instance, Indonesia sponsored “containment” of Argentina by including the neighboring Paraguay into a pro-Indonesian alliance named after Java Island…

In Caucasus, even without such players, the need for rational containment of regional nations is unquestionable; such containment can be only mutual and full of mutual responsibility for Caucasus. Any containment from outside is its opposition, a manipulation.

Completing the foreword to the following assertions I would like to stress they are extending the approach to the new system of security in Caucasus systematically developed by REGNUM Editor-in-Chief Vigen Hakopyan in his article “Georgia’s mortal enemies” (in Russian) comprised of three leaders (Russia, Turkey, Iran) and three “middleweights” (Azerbaijan, Armenia, Georgia). Thus, as a result of the war in South Ossetia, what does no more exist politically in Caucasus and around it? What politically new things can appear? What questions have no evident answers?

What does no more exist politically and will never exist again in Caucasus and around it?

Fear of new Mid East 'Cold War' as Syria strengthens military alliance with Russia

Syria raised the prospect yesterday of having Russian missiles on its soil, sparking fears of a new Cold War in the Middle East. President Assad said as he arrived in Moscow to clinch a series of military agreements: “We are ready to co-operate with Russia in any project that can strengthen its security.”   

The Syrian leader told Russian newspapers: “I think Russia really has to think of the response it will make when it finds itself closed in a circle.”   

Mr Assad said that he would be discussing the deployment of Russian missiles on his territory. The Syrians are also interested in buying Russian weapons.   

In return Moscow is expected to propose a revival of its Cold War era naval base at the Syrian port of Tartus, which would give the Russian Navy its first foothold in the Mediterranean for two decades. Damascus and Moscow were close allies during the Cold War but the Kremlin’s influence in the region waned after the collapse of the Soviet Union. Yesterday’s rapprochement raised the possibility that Moscow intends to re-create a global anti-Western alliance with former Soviet bloc allies.

Many in Israel fear that the Middle East could once again become a theatre for the two great powers to exert their spheres of influence, militarily and politically. And with Israel and the US providing military backing to Georgia, Russia appears set to respond in kind by supporting Syria.   

Already, Israeli observers worry that the chaos in the Caucasus may disrupt gas supplies to Europe and Turkey from the Caspian Sea region, creating a greater energy reliance on Iran and its vast reserves. The crisis could in turn allow Tehran to exploit splits in the international community and use Russia as a backer to advance its nuclear programme. Russia has wooed Syria in recent years, as it has tried to increase its influence in the Middle East and increase arms sales.   

Syria and Israel recently confirmed they had been holding indirect talks to reach a peace deal after decades of hostility. Part of Syria’s motivation was to break the international isolation it has suffered for its strategic alliance with Tehran. A closer alliance with a resurgent Russia could afford Mr Assad a way out of any binding commitment. Some Israeli analysts even fear that it could encourage Syria to try to take back the Golan Heights, captured by Israel in 1967, by force.   

The Georgia conflict sparked a mocking speech with Cold War rhetoric by Sheikh Hassan Nasrallah, the Hezbollah leader, over the performance of Israeli-trained Georgian troops. One of the Israeli military advisers there was reserve Brigadier-General Gal Hirsch, who commanded a division in Israel’s inconclusive war with Hezbollah in 2006, and who resigned his commission afterwards.   

“Gal Hirsch, who was defeated in Lebanon, went to Georgia and they too lost because of him,” the Shia leader taunted. “Relying on Israeli experts and weapons, Georgia learnt why the Israeli generals failed.   

“What happened in Georgia is a message to all those the Americans are seeking to entangle in dangerous adventures.”

Russia says ready to supply Syria with defensive weapons

MOSCOW, August 21 (RIA Novosti) - Russia is ready to supply Syria with defensive weapons, the Russian foreign minister said on Thursday following a meeting between the two countries leaders in Russia's Black Sea resort of Sochi.

Syrian President Bashar al-Assad arrived in Russia Wednesday on a two-day visit to discuss bilateral relations and regional developments, in particular the situation in the Middle East and Iraq.

"We are ready, and Dmitry Medvedev has confirmed this, to review a Syrian request to purchase new types of weapons," Sergei Lavrov said following the meeting between Medvedev and Assad.

"We will supply Syria primarily with weapons of a defensive nature that will not disturb the strategic balance in the region," he added.

In an interview with Russian business daily Kommersant Assad said before his trip: "Our position is we are ready to cooperate with Russia in any project that can strengthen its security... I think Russia really has to think of the response it will make when it finds itself closed in a circle."

Israeli media reported on Monday that Russia was planning to deploy Iskander surface missiles in Syria and its Baltic exclave of Kaliningrad, in response to a proposed U.S. missile shield in Central Europe and arm sales by the U.S. and Israeli to Georgia.

When asked if Syria, a major importer of Russian weapons, would agree to consider the Russian air defense offer, Assad said: "In principle, yes. We have not yet thought about it." The issue of installing Iskander missile-defense systems had been raised by Syria several years ago he added.

Russia's top conductor leads concert in South Ossetia

TSKHINVALI, August 21 (RIA Novosti) - A requiem concert given by the Mariinsky Theatre led by the renowned Ossetian-born Russian conductor Valery Gergiev was held Thursday in South Ossetia's war-torn capital.

The concert took place on the square in front of the destroyed building of South Ossetia's parliament, in central Tskhinvali. Thousands of candles were lit on each shattered step of the building in honor of those who died during the war.

Several thousand people gathered in Tskhinvali earlier Thursday to show support for the appeal to Russia's president and parliament to recognize South Ossetia as an independent state.

Gergiev has been an outspoken critic of Georgia's actions during the conflict in its breakaway republic.

"I want everyone to know the truth about the terrible events in Tskhinvali," he said before the concert. "We will be performing for you with the hope that nothing like this ever happens again on the Earth."

Georgia launched a major offensive to seize control of South Ossetia on August 8, prompting Russia to send several hundred tanks and thousands of troops into the region. Moscow announced the end of its operation to "force Georgia to peace" on August 12.

According to the South Ossetian authorities, total of 1,492 of the province's residents were killed in the attack, while an estimated 37,000 fled into Russia. Most residents of South Ossetia have Russian citizenship.

"The world community shivers that Russian tanks entered Georgia, but no one says that thousands of people were buried alive at midnight in the sleeping city," Gergiev said.

"I want us to once again stress that without the help of the great Russia there would have been numerous deaths," he said.

Russia will not consult with Saakashvili on buffer zone parameters inconflict regions - Nogovitsyn

MOSCOW. Aug 22 (Interfax) - Russia will not hold consultations with
the Georgian leadership on the parameters of the buffer zones in
Abkhazia and South Ossetia.

"We'll not consult with Mr. Saakashvili on the buffer zone,"
Russian General Staff Deputy Head Anatoly Nogovitsyn told journalists in
Moscow on Friday.

Nogovitsyn said that Russian peacekeepers were stationed in
Abkhazia and South Ossetia in compliance with international and
bilateral agreements, and that Georgia, by launching its aggression
against South Ossetia, unilaterally violated the agreements.

"By starting the aggression this president declared a unilateral
violation of the existing agreements. Now he has neither the moral, nor
the legal right to dictate terms. We do not see Georgian peacekeepers
here," Nogovitsyn said, noting that the peacekeeping operation will be
performed by Russia peacekeepers.

"Concerning the moods of this kind, they are on his conscience. He
had ample opportunity to fulfill the peacekeeping mission. He himself
gave it up," Nogovitsyn said in remarks about the Georgian president's
statement that the buffer zones in Abkhazia and South Ossetia were
unacceptable for Tbilisi.

The Abkhaz toast to Medvedev's and Putin's health at their weddings


Yesterday, Abkhaz politicians and thousands of demonstrators gathered at a mass meeting on Sokhumi's Freedom Square asking Russian President Dmitriy Medvedev and the international community to recognize the country's independence

If Russia annexed Abkhazia today, most Abkhaz would pull their semi-automatic weapons out from under their beds and fire into the air jubilantly. For most local residents, Abkhazia's status ceased to be under question long ago. "We've been Russian citizens for ages now!" they say. "We even toast to our Abkhaz and Russian leaders at our weddings — Bagapsh, Putin and Medvedev."

For most Russians, Abkhazia doesn't seem anything like a foreign country. Most Abkhaz speak Russian and business transactions are made in the Russian ruble. This aside, though, Russia cannot defy accepted international norms and simply annex the country.

I decided to ask Abkhaz Foreign Minister Sergey Shamba why Russia couldn't annex Abkhazia at a mass meeting yesterday on Sokhumi's Freedom Square. Thousands had gathered to ask Russia and the international community to recognize Abkhazia's independence.

"First," he said, "if Russia annexes Abkhazia, the West will go mad. They'll say Russia has assimilated foreign territory. Second, we intend to engage in close cooperation with Russia. And this also means militarily. Russia can have as many military bases here as they would like. Third, our voice will always be supportive of Russia on the international arena."

"And money? Will you have Abkhaz currency at some point, for instance?" I asked.

"Why?" the minister asked. "We're happy with the Russian ruble. Some countries use the dollar as their national currency."

Honestly speaking, with all the Abkhazia's political idiosyncrasies, annexing the country wouldn't be easy.

Russia would have to solve the Abkhaz refugee problem — ethnic Georgians who left their homes in Abkhazia during the Georgian-Abkhaz war in 1992. According to Tbilisi's data, there are over 100,000 such refugees. They were recently joined by an additional 1,500 Kodori Gorge residents after the South Ossetian conflict.

Officially, the Abkhaz government says no one is preventing these refugees from returning home. Unofficially, though, one highly positioned official told me: "Think about it. Do we really need this knife in our back? Georgia almost forcefully migrated their citizens onto our territory hoping to assimilate the Abkhaz population. These aren't refugees. They're former occupants."

Ordinary Abkhaz made this comment frequently at the meeting. Government officials were more reserved. But it was clear from their speeches that Russia's recognition of Abkhazia's independence is soon-coming.

Nagorno Karabakh can be recognized by Armenia simultaneously with Russia recognizing Abkhazia and South Ossetia

According to a REGNUM European diplomatic information source, the official Yerevan may recognize the independence of the Nagorno Karabakh Republic on August 25. “There is apprehension that Yerevan may recognize Nagorno Karabakh independence simultaneously with Russia recognizing Abkhazia and South Ossetia,” the source said.

As it already was reported, the same day Russia might recognize the independence of Abkhazia and South Ossetia. It will be recalled that people of Abkhazia on August 21 appealed to the president of Russia, the Federal Assembly and the State Duma to recognize the independence of their country. An address on it by the Abkhazian president was supported by the Abkhazian parliament earlier.

On August 20, North Ossetian MPs promulgated another appeal to Russian federal authorities with a request for South Ossetia independence recognition. President of Russia Dmitry Medvedev said before that Russia would support any solution of the Abkhazian and South Ossetian conflicts regulation if it was supported by nations of the unrecognized republics.

TSKHINVALI, August 23 (RIA Novosti) - South Ossetia's president and parliamentary leadership will fly to Moscow on Saturday to deliver the republic's sovereignty appeal to the Russian authorities in person.

South Ossetia's parliament adopted Friday the address to Russia's president and both houses of parliament to recognize the Georgian separatist republic's independence.

"We appeal to Russia to be the first country from the international community to recognize the independence of the republic of South Ossetia," reads Tskhinvali's request.

Addressing a rally in capital Tskhinvali on Thursday, South Ossetian President Eduard Kokoity said: "Those who armed Georgia are also responsible for what happened in South Ossetia, and do not have the moral right to claim the role of peacekeepers."

Both chambers of Russia's parliament are expected to consider the appeals by the republics on Monday.

Russian Regional Development Minister Dmitry Kozak said Friday that Russia was likely to approve the South Ossetian sovereignty appeal.

Russian Foreign Minister Sergei Lavrov signaled earlier this week that whether Russia recognized South Ossetia and a second separatist Georgian region, Abkhazia, as independent countries would depend on the Georgian president.

"[Mikheil] Saakashvili is responsible for how the situation will develop," Lavrov said

NATO sends more ships into Black Sea

INSTANBUL/MOSCOW, August 23 (RIA Novosti) - NATO has sent a Polish frigate and a U.S. destroyer through the Bosporus to boost its presence in the Black Sea, where it is delivering humanitarian cargoes to Georgia, a source in the Turkish navy said.

"Two more NATO ships passed through the strait and entered the Black Sea on Friday evening," the source told RIA Novosti.

An officer said the Russian Navy was aware of the ships' movements, and would continue its operations in support of Georgia's separatist republic of Abkhazia.

"The Black Sea fleet continues to carry out its task of maritime traffic security patrols off the coast of Abkhazia," Captain Igor Dygalo said.

The ORP General Pulaski and the USS McFaul joined two ships from Germany and Spain that entered the sea earlier Friday.

The Turkish navy source expected the NATO presence in the Black Sea to grow to about seven vessels.

Russia has expressed doubts that NATO vessels need to be in the Black Sea, and promised to respond swiftly to any provocations against its Black Sea Fleet.

Tensions between NATO and Russia are high following the recent conflict over Georgia's breakaway region of South Ossetia.

Federation Council unanimously passes appeal to president for independence of South Ossetia and Abkhazia

Council of Federation of the Federal Assembly of the Russian Federation at a session on Aug 25 has unanimously approved appeal to President of Russia Dmitry Medvedev about recognition of independence of republics of South Ossetia and Abkhazia. “The peoples of the unrecognized republics of South Ossetia and Abkhazia have all rights to gain independence,” stated speaker of the Federation Council Sergey Mironov while speaking at the parliament upper house's session. “Recognition by Russia of the independence is a necessary prerequisite for ensuring security of nations living in these territories,” Mironov stressed.

“Taking into account repeated appeals of South Ossetia and Abkhazia on recognition of their independence, including those received on August 22 and 24, 2008, the Council of Federation of the Federal Assembly of the Russian Federation proposes to recognize indepenence of South Ossetia and Abkhazia,” the statement reads.

On 12:00 Moscow time, an extraordinary session of the State Duma of the Russian Federation on the situation in South Ossetia has commenced, at which, possibly, an analogous statement will be adopted.

Russian Parliament unanimous on independence of South Ossetia and Abkhazia

At an extraordinary plenary session on Aug 25, the State Duma of the Russian Federation approved appeal to President of the Russian Federation Dmitry Medvedev on recognition of independence of republics of South Ossetia and Abkhazia.

The decision was approved unanimously.

The statement adopted by the State Duma also states a need to hold “immediate negotiations with leaderships of republics of South Ossetia and Abkhazia in order to create a legal foundation of inter-state relations regulating all aspects of cooperation and mutual help, including security issues.”

As REGNUM reported, the Council of Federation of the Federal Assembly of the Russian Federation a few hours earlier voted for an analogous appeal to President of the Russian Federation, also unanimously.

Medvedev: If NATO decides to break up, Russia will live with it

President of Russia Dmitry Medvedev stated while meeting with Russia's envoy to NATO Dmitry Rogozin on Aug 25 that it is not Russia but NATO member states who are first of all interested in cooperation with Russia.

If NATO member countries decide to completely cease the relations, it would be no catastrophe to Russia, the Russian president asserted.

Georgian special forces commit acts of sabotage in South Ossetia

Georgian armed forces are being deployed near Leningory region of South Ossetia, REGNUM correspondent is citing South Ossetian interior ministry's press service. Detachments of Georgian special forces shoot at residential houses in Ossetian villages. No civilian casualties have been reported so far. This may be due to the fact that many local residents have left their homes and are hiding in the forest, fearing atrocities of the sabotage units.
   
Law-enforcement agencies of South Ossetia have assigned additional forces to the region in order to prevent acts of sabotage.

Putin: Material damage to South Ossetia exceeds $1 billion

Georgian aggression against South Ossetia has inflicted damage of over $1 billion, informed Prime Minister of Russia Vladimir Putin quoting Minister for Regional Development Dmitry Kozak. Putin evaluated the cost of reconstruction and development in South Ossetia at RUR25 billion.

According to media reports, President of Georgia Mikhail Saakashvili had earlier accused Russia of causing Georgia material damage of $2 billion during the Georgian-Ossetian conflict. The sum, according to Saakashvili, is of damage to the country's infrastructure and traffic arteries. Saakashvili in his speech has appealed to the US and EU to create a special fund of help to Georgia.
