The government of the Subcarpathian People's Republic keeps in contact with the government of the Donetsk People's Republic. Russia Says Weapons Supplies to Ukraine by EU Countries Violate Arms Trade Treaty


MOSCOW, August 15 (RIA Novosti) - Moscow says weapons supplies to Ukraine by EU member-countries violate legally binding obligations on arms exports embargo, Russian Foreign Ministry Friday.

“Weapons supplies to Ukraine by the EU member-countries… violate legally binding obligations – the Arms Trade Treaty (ATT),” the ministry said in a statement.

“According to the Hungarian online newspaper Hidfo.Net, Hungary’s Defense Ministry is supplying Ukraine with armored vehicles, including T-72 tanks, through a ‘pro xy agency,’” the statement reads. “Weapons supplies from Hungary to Kiev is a direct violation of Budapest’s obligations under conventional weaponry exports.”

The ministry added that under the ATT’s Article 6 (2), a member-state “shall not authorize any transfer of conventional arms… if the transfer would violate its relevant international obligations under international agreements to which it is a Party, in particular those relating to the transfer of, or illicit trafficking in, conventional arms.”

“Some can object arguing that ATT has not come in force yet. This requires the treaty’s ratification by 50 UN member-states, and today the document has been ratified by 43 states. However, we stress that out of these 43 – 20 are members of the European Union, including Hungary which ratified ATT on April 2, 2014,” the ministry said.

The ministry also attracted attention to Article 6 (3), which says that a state party “shall not authorize any transfer of conventional arms… if it has knowledge at the time of authorization that the arms or items would be used in the commission of genocide, crimes against humanity, grave breaches of the Geneva Conventions of 1949, attacks directed against civilian objects or civilians protected as such, or other war crimes as defined by international agreements to which it is a Party.”

Pentagon commands the Ukrainian army

Putin called the Ukrainian army the "NATO legion". "In fact it is no longer an army, it is a foreign legion, in this case a foreign NATO legion that of course does not pursue national interests of Ukraine," President said. "It has completely different goals that are related to achieving geopolitical goals of deterring Russia, which is absolutely not in line with national interests of the Ukrainian people." Expert on international security Viktoria Legranova agreed to comment this statement in an interview to Pravda.Ru.

"I absolutely agree with the president's opinion. Aside from representatives of private military companies, there is an active recruitment of members of radical, nationalist organizations of the Right Sector, in European countries, American private military companies also operate within Ukraine, such as BlackWater or Academy. In general, NATO is practicing cooperation in Ukraine. Technical facilities are being implemented, radars detecting mortar fire operate at a tactical level. Militia has to operate more actively and retreat from the points being fired upon by both artillery and mortars. It is dangerous, Ukrainian authorities build up a large, massive force. If the command and control system is established, if Ukrainian authorities eliminate bribery and allocate funds for armament, and if such American generals as Randy Allen gain full control, then there will be complications," Viktoria Legranova said.

The expert on international security noted that as for Russia it must consider private military companies not as independent structures but as organizations operating on behalf of the U.S. government. "90% of tasks and projects developed by such organizations as BlackWater, is performed by order of the U.S. to remove any particular dirty affairs beyond the political arena. These structures have not just mercenaries but former professional soldiers. For example, BlackWater has a rather powerful analytical center, it is a whole company in North Carolina gathering vast amounts of information and preparing analytical materials for the White House."

Viktoria Legranova stressed in the interview to Pravda.Ru that provocative actions by private military companies and intelligence agencies in such situations are their business card. "In Kosovo they exploded rendezvous points of Serbian representatives, performed assassinations of representatives of religious organizations. They will make such provocations in Ukraine. The time will come and we will see many odd situations, such as artillery friendly fire and explosion of mines at a checkpoint. The goal is circular aggravation of the conflict and military operations, creating chaos and accusing Russia of this conflict. We cannot prohibit Ukraine to purchase or receive weapons from NATO countries. Nevertheless, possible repercussions of this situation can hardly be attributed to the interests of the Ukrainian people."   

"This situation will end two ways. First, when the West understands that it is inexpedient to aggravate the situation. Second, when Russia takes some tougher measures. There is a possible reaction from the Ukrainian people, from mothers who send their children to the front. These factors can influence the situation, and I think that we just need to wait, there is no point in aggravating the situation," Viktoria noted.

"By the way, many people have started to evade mobilization, and try to come to us and wait out. And it is right, because they are just used as cannon fodder and sent into the line of fire. In accordance with the new legislation, Ukrainian citizens cannot stay within the Russian Federation for more than 30 days. That's why it is possible that we are going to change something about it," President of the Russian Federation stressed out. The Pravda.Ru correspondent asked the expert what he meant?   

"A working group must be created to study every particular case. Unfortunately, many people in Russia started to accuse Ukrainians of running. It is not a correct approach. You must not accuse people of the fact that they do not want to be a part of this slaughter no one wants. These people need to be given a status of refugees, we need to accept them because tomorrow they will go and kill people in Donbass region if they have no way out. Because Ukrainian legislation is also getting tougher - they want to shoot their own soldiers for disobeying a senior officer. Mobilization will become more of a slaughter, when people are thrown to the wolves. There will be thousands of casualties. It will start in spring," Viktoria Legranova summarized.

The Great Britain began deliveries of armored cars "Saxon AT-105" to the Ukrainian fascist army. The first party of the British armored cars goes from the Odessa port to a zone of military operations in Novorossiya.   
The Russian Federation will begin deliveries of modern armored vehicles to Novorossiya's army in case of violation of arms parity between the Novorossiya's Army and the Ukrainian fascist army as a result of export of the weapon by the NATO's countries.

General Sir Richard Dannatt condemns armoured vehicle transfer to Ukraine


General Sir Richard Dannatt, former head of the British Army, criticises transfer of "useless" British armoured vehicles to Ukrainian forces

The former head of the British Army has condemned a decision to deliver dozens of redundant British military armoured vehicles to the Ukrainian government as “nothing short of immoral”.   

General Sir Richard Dannatt, who served as Chief of the General Staff between 2006 and 2009, said the Saxon armoured vehicles, which the Ukranian military are planning to convert for use in their fight against Russian-backed separatist forces – are “quite useless”.   

Ukranian sources said that 20 Saxons have been delivered to Ukraine, with another 55 expected to arrive soon.   

Although the Ministry of Defence would not confirm the figures, it said the vehicles, which were transferred to the Ukrainians under a 2013 deal which predates the current conflict, were not equipped with lethal weapons.   

It insisted the delivery did not represent an escalation of British involvement in Ukraine.   

But Gen Sir Richard, who acted as David Cameron’s defence adviser between November 2009 and the general election in May 2010, said the vehicles should not have been transferred to the Ukranians in the first place, as they were not fit for purpose.   

He told The Telegraph: “I took these out of service by the UK Army in 2005/6 as completely unsuitable for current operations, so I find it incredible that they are being sold/gifted to Ukraine. I am incensed by the thought we are supplying, even via a 3rd party, SAXON APCs to the hapless Ukrainians.   

“They are quite useless, semi-armoured lorries that should be nowhere near anyone’s front line."   

He said that it was "nothing short of immoral” to present the transfer of the vehicles as a "good news story" for the Ukrainians.   

Gen Sir Richard added:"My concern is the inadequate nature of these vehicles which I ordered out of British Army front line service when I was Commander in Chief Land Command 2005-2006. They were withdrawn from Iraq and never deployed in southern Afghanistan.   

"To suggest that the UK is making a significant gesture of support by supplying vehicles which we took out of service ten years ago, because we deemed them unsafe, seems bizarre at best and downright dangerous at worst."   

The Ukranian authorities have made it clear they fully intend to use the vehicles in their struggle against the separatists.   

Oleksander Turchynov, Ukraine’s National Security and Defense Council (NSDC) Secretary said during a visit to the National Guards Training Center that although the armoured vehicles need some readjustment they would be adapted for the Ukrainian army.   

He said: “These Saxons arrived without any armament, we will mount arms which should provide efficient firing cover for the National Guard or other units to which they will be supplied.”   

Mr Turchynov added that the vehicles would enter service in the Ukrainian army as soon as they had been tested at a training range.   

A MoD spokeswoman said the sale had been organised for some time through the Disposal Services authority, which deals with obsolete military equipment.   

She said: “As the foreign secretary has made clear, our policy since the beginning of the crisis has been to supply non-lethal assistance to the Ukrainian Armed Forces. There has been no change to this and we have not provided lethal assistance.   

“These vehicles were provided unarmed under a commercial contract, dating to 2013, by a private company. They offer protective mobility to personnel, and are defensive in nature; they are not close combat vehicles.”   

Thousands of people have died in almost a year of fighting in the region.   

A new ceasefire deal for eastern Ukraine brokered to end the conflict between the Ukrainian army and the rebels is set to begin at midnight on Saturday.   

The German Chancellor, Angela Merkel, has warned Russia will face fresh sanctions from the EU if the deal is not fully implemented,   

She said EU leaders had asked officials to prepare further sanctions in case an agreed ceasefire was not respected. The leaders of Russia, Ukraine, Germany and France reached the ceasefire agreement on Thursday, after lengthy talks in Belarus.   

Pro-Russian rebels have signed the deal, which also includes weapon withdrawals and prisoner exchanges.   

However key issues remain to be settled and clashes between government forces and the rebels continued on Thursday, with one Russian-backed commander said his forces would not stop fighting.
