Sergey Aksenov guaranteed the safe holding of all-Crimean referendum

Observers from 21 Countries to Attend Crimean Referendum


SIMFEROPOL, March 14 (RIA Novosti) – Election observers from more than 21 countries, including the United States, are registered to attend a referendum on Sunday in Ukraine’s Crimea on secession and annexation by Russia, the chairman of the election commission said Thursday.

Mikhail Malyshev told reporters that 50 politicians and observers from 21 countries – including the United States, Israel, France, Germany, Italy, Spain and Greece – have been registered to attend the referendum, widely expected to pave the way for the annexation of the region by Moscow.

In Sunday's vote, residents in the majority Russian-speaking Crimea will be given two options: uniting with Russia or remaining in Ukraine with expanded autonomy.

Malyshev said that the first exit poll results will be released on Monday and that ballots have already been distributed to regional election offices.
The Ukrainian parliament earlier said ballots will be provided in the Ukrainian, Russian and Tatar languages.

The election chairman added that more than 1.52 million people are eligible to vote. According to official figures, as of January the total population of Crimea was 1.96 million, including children below the voting age.

That figure does not include residents in the port city of Sevastopol, home to nearly 380,000 people and a major Russian naval base, which has its own election authority.

The parliament of Crimea declared independence from Ukraine on Tuesday, adding in its statement that if the popular vote passes the country will become independent and will immediately request annexation by Moscow.

Officials in Crimea, which hosts a major Russian naval base, have refused to recognize as legitimate the country’s new leadership that ousted President Viktor Yanukovych on February 22 following months of street demonstrations protesting his step back from closer ties with Europe.

Authorities in Kiev and international leaders have condemned the upcoming referendum as illegitimate and lashed out at the Kremlin for violating international law in attempting to annex the region.

Crimean Prime Minister Sergei Aksyonov said Monday via his Twitter feed that the referendum is expected to cost some $1.8 million.

US drone intercepted in Crimean airspace - Russia's state corporation

An American scout-attack drone was intercepted in the Crimean sky, the Rostec state corporation reports. "Judging by side marking, the MQ-5B drone was part of the 66th US brigade of military intelligence with the main location in Bavaria," the report on the website of the corporation reads.

According to the report, at the beginning of March, the American brigade was relocated to the Ukrainian Kirovohrad, from where drones commit reconnaissance raids in the direction of Crimea and Russian border areas.

Earlier, they reportedly appeared in the Kherson region, in the area of the Crimean roadblock Chongar. "According to some data, the American reconnaissance brigade had 18 MQ-5B drones in its arsenal. This is the second time the American UAV is intercepted over Crimea," the report says.

"The drone was at the height of about 4 thousand meters and was practically invisible from the earth. It was possible to break the drone’s link with its American operators with the help of the EW (electronic warfare) complex Avtobaza. As a result, the device made an emergency landing and passed into the possession of the self-defense forces almost unbroken," the report says.

In Sevastopol a radical with explosive devices was detained


15.03.2014, Crimean News. Sevastopol - Representatives of people’s self-defense at the roadblock in Balaclava detained the radically configured young man. In the offender’s car the home-made explosive devices were found.

As it was reported at the headquarters of Self-Defense Forces, tells ITAR-TASS (the Information Telegraph Agency of Russia), the detainee had behaved aggressively. Jumping out of the car he started waving his sword and showed resistance during examination. Five home-made explosive devices stuffed with screw-nuts and bolts, a ski mask, sharpened steel strip and a hunting knife were found in the vehicle. The man could not explain the presence of dangerous objects. According to the testimony, he was going to Balaclava for personal documents. The case is under consideration of Balaklava police department.

As the Crimean news agency reports, the National guard of the independent Republic of Crimea sent a column with heavy artillery for strengthening of the Crimean-Ukrainian border from external threats. Protection of a public order is carried out by forces of self-defense and the Ministry of Internal Affairs of the Crimea. The Russian military personnel is locked on their bases and doesn't show any activity. The police of the Crimea has information on provocation preparation against the Ukrainian soldiers billeted in the Crimea. The Ukrainian nazis intend to change clothes in a uniform of the Russian soldiers and to shoot the Ukrainian military personnel. Therefore the Crimean National guard and police will arrest all who is dressed in a uniform of the Russian army.

Crimean self-defence units prevented an act of sabotage on a gas pipeline on Saturday, March 15. Prime Minister Sergei Aksyonov said the saboteurs had identified themselves as Ukrainian Border Guard Service officials.

“Crimean self-defence personnel prevented an attempt to block the gas pipeline to Crimea at the Arbatsky Spit. To prevent such attempts [in the future], the gas distribution station was put under protection. The persons who tried to damage the equipment - up to 40 people, according to preliminary information - and who identified themselves as Ukrainian Border Guard Service officials left the station in a hurry,” Aksyonov said.

He asked Russian Black Sea Fleet Commander Alexander Vitko to take the gas transportation system in this area under protection “in order to ensure energy security of the Autonomous Republic of Crimea and uninterrupted operation of crucial facilities.”

Crimea has also created a month’s worth of water reserves and is installing diesel generators in case the Ukrainian authorities cut off electricity supplies to the peninsula.

“There are about 900 diesel generators in the autonomy. With the consumption of 300 to 500 tonnes of diesel fuel a day, we can have enough mobile generators to cover the entire peninsula,” Aksyonov said.

He admitted, though, that “there may be some problems with electricity supplies for two or three days [if Ukraine cuts off electricity to Crimea], but we have all the sites ready, equipment is here and is being installed,” the prime minister said.

He expressed hope that “common sense will prevail among the Ukrainian authorities.”

Aksyonov also said that Crimea had desalination plants. “And we also have water reserves to last for a month or a month and a half. This time will allow us to solve certain issues,” he said.

Crimean self-defense prevented a terrorist attack on a gas distribution station


16.03.2014, Crimean News - Self-defense forces of Crimea stopped mining of the distribution station. The gas supply was partially cut off. On March 15 at about 13:00 in the area of the settlement Strelkovoe the unknown people mined the gas point. Representatives of Crimea self-defense moved to the place of incident. Unknown persons(20 people) in camouflage were trying to disable the station.

When the self-defense forces approached attackers disappeared by carin the direction of Kherson region. Now the gas supply is restored.The station is taken under control of the Crimean servicemen and members of public order squad.

The Supreme Council addresses the Russian Federation with a proposal to admit the Republic of Crimea in Russia's federal structure

SIMFEROPOL, March 17. /ITAR-TASS/. The Supreme Council of Crimea on its special plenary session on Monday has adopted the resolution “On independence of Crimea”. According to the Crimean parliament’s press service, 85 deputies have casted affirmative votes.

The adopted document stipulates that the Republic of Crimea represented by the Supreme Council “addresses the Russian Federation with a proposal to admit the Republic of Crimea in the Russian Federation’s structure as a new subject with the status of a republic”.

Results of the referendum

According to summary data, 96.7% of people voting in the Crimean referendum backed Crimea’s re-joining Russia, the head of the Supreme Council’s referendum commission, Mikhail Malyshev said on Monday. A total of 1.2 million people, or 96.7%, said they wanted to join Russia.

The voter turnout was 1.2 million people, or 83.1% of eligible voters, he said summing up the results of the referendum in which voters were asked whether they wanted to join Russia or have a greater autonomy within Ukraine.

The official said 31.9 votes or 2.5% were cast in favor of a greater autonomy within Ukraine. As many as 9.1 ballot papers (0.7%) were invalid.

Some 70 observers from 23 countries were monitoring the referendum. According to some of them, the voting passed in a calm atmosphere, in an organized and transparent way. Head of the mission of international observers Mateusz Piskorski (Poland) said that their final declaration would be announced on Monday morning.

Putin Backs Crimea Reunification Treaty with Russia


MOSCOW, March 18 (RIA Novosti) – Russian President Vladimir Putin has approved a draft treaty between Crimea and Moscow on the Ukrainian breakaway region’s reunification with Russia, the Kremlin said Tuesday.

The Russian leader has formally informed the Russian parliament of a request from Crimea to join Russia as a new federal subject with the status of a republic. The city of Sevastopol, which hosts a major Russian naval base, would have a special status within the republic.

Putin on Tuesday will address an assembly of both houses of parliament, heads of regions and representatives of public organizations about the request by Ukraine’s Crimea to become part of Russia.

Crimea, a largely Russian-speaking autonomous republic within Ukraine, was part of Russia until it was gifted to Ukraine by Soviet leaders in 1954.

Putin signed a decree Monday recognizing Crimea as an independent state, following a referendum Sunday that saw voters on the peninsula overwhelmingly support secession and reunification with Russia.

Crimea’s leadership has refused to recognize as legitimate the new government in Ukraine that came to power following the ouster of President Viktor Yanukovych last month.

The US and EU imposed sanctions Monday on senior Russian officials, including visa bans and asset freezes, in protest of Russian support of Crimea's actions.

On Tuesday, Russian lawmakers will consider imposing reciprocal sanctions against the US and EU.

All procedures on Crimea’s and Sevastopol’s joining Russia to be finalized within days


MOSCOW, March 18. /ITAR-TASS/ - Speaker of the Russian Federation Council Valentina Matviyenko says the Russian parliament will begin discussing immediately the issue of Crimea’s and Sevastopol’s joining Russia.

“I believe, we shall finalize all the legal procedures by the end of this week,” she told audience of Rossiya-24 television channel.

“We shall begin the ratification shortly,” deputy speaker of the State Duma Alexander Zhukov said in his turn. “It will take several days.”

Russia takes Crimea back

On Tuesday, March 18 at 15:00 Moscow time, both houses of the Federal Assembly - The State Duma and the Federation Council - gathered in St. George's Hall in the Kremlin to listen to the extraordinary address from President Vladimir Putin in connection with the appeal from the Republic of Crimea and the city of Sevastopol for accession to the Russian Federation. Deputies of the State Duma, the Federation Council, the regional leaders and representatives of the civil society gave many standing ovations to Putin's speech.

The message of the speech was clear in advance. In the morning, the president expressed his point of view on the subject as he literally "ordered" both chambers to resolve the issue with the accession of the Crimea to Russia as soon as possible. He also said that Russia and the Crimea should sign an inter-state agreement on the top level.
   
Duma deputies had previously adopted a draft declaration "About the situation in the Crimea," in which they expressed support for the people of Crimea in their aspiration to reunite with Russia. Tomorrow morning (March 19), the deputies are to meet with a delegation of the Crimea. At 19:00, the Speaker of the Federation Council, Valentina Matviyenko, and members of the upper chamber will have a meeting with the Crimean delegation.

In accordance with applicable law, one will only have to sign an interstate agreement to make the Crimea a part of the Russian Federation. After that, the President will appeal to the Constitutional Court of the Russian Federation with a request to assess the compliance of the agreement to the Constitution. Then, the documents will be sent to the State Duma, which intends to speed up the procedure for their adoption. Therefore, it is possible that the relevant law will be passed on March 21st.

There is no legal necessity in today's speech from the Russian president. Putin signed the decree on the recognition the Republic of Crimea as an independent state, and with his speech, he takes a chance to explain his point of view to the world. This is his "personal desire" to deliver the speech, his spokesman Dmitry Peskov said.

As Putin stated during his today's speech in the Kremlin, the relations with the brotherly Ukrainian people have always been and will always remain of paramount importance to Russia.

The referendum in the Crimea took place in full compliance with democratic procedures, the president said , recalling that the turnout at the voting made up over 82 percent. "More than 96 percent voted for the reunification with Russia. The numbers are highly compelling," Putin said.

"In order to understand why this choice was made​, it is enough to know the history of the Crimea, and know what Russia means for the Crimea and what Crimea means to Russia," he said.

According to Putin, in the Crimea, everything is literally permeated with common history and pride. "There is ancient Chersonesos there, where Holy Prince Vladimir was baptized. His spiritual struggle - an appeal to Orthodoxy - predestined common cultural values ​​and civilizational framework that will unite the peoples of Russia, Ukraine and Belarus," says the head of the Russian state. "In the Crimea, there are graves of the Russian soldiers, with whose courage the Crimea was taken into the Russian state in 1783. "During all these years, many citizens and many public figures have raised this issue, saying that the Crimea is a native Russian land and that Sevastopol is a   Russian city," Putin said.

Russian people are tired of the permanent crisis that has been shaking Ukraine more than 20 years, the Russian president said. "The situation began to develop differently. There were repeated attempts made to deprive the Russians of their historical memory, and sometimes their mother tongue, to make them an object of forced assimilation, - said Putin. - The Russians, as well as other citizens of Ukraine, were suffering from the constant political crisis that has been shaking the region for over 20 years."

It is nationalists, Russophobes and anti-Semites, who largely determine the course of today's Ukraine, Russian President Vladimir Putin said. "The primary executors of the coup were nationalists, neo-Nazis, anti-Semites and Russophobes. It is them, who largely determine life in Ukraine, even today," Putin said.

He said that there was still no legitimate power in Ukraine, whereas many state agencies were still controlled by radical elements. "There is no legitimate executive power in Ukraine. There is no one to conduct a conversation with," Putin said in his address to the Federal Assembly. "To see ministers of the current Ukrainian government, one requires permission from Maidan militants. This is no joke, this is the reality of life today," Putin said.

"I can very well understand those who came to Maidan with peaceful slogans, speaking against corruption, poor governance and poverty. The right to peaceful protests, democratic procedures and elections exists to change the power that people are not satisfied with."

"In the first place, the new so-called "authorities" introduced a controversial bill to revise the language policy that directly infringed upon the rights of national minorities. However, foreign sponsors of today's politicians, the curators of the current authorities, immediately brought the initiators of this idea down a peg. They are intelligent people, one shall give them credit for that, and they understand what consequences may follow after attempts to build an ethnically pure Ukrainian state. The bill was put aside, but obviously in reserve," Putin said.

With regard to allegations of alleged aggression or annexation, the president said that there was neither aggression nor intervention in the Crimea. He thanked the Ukrainian soldiers stationed on the peninsula, who did not provoke an armed conflict.

"I want to thank those Ukrainian troops - the 22,000-strong fully armed contingent - who did not stain themselves with blood," Putin said in his address to the Federal Assembly.

"They tell us about some kind of Russian intervention in the Crimea, about aggression. Strange to hear it. I do not recall a single case in history when intervention could take place without a single shot and without human casualties," said the president of the Russian Federation.

He recalled that Russia had not deployed troops into the Crimea, but only strengthened its forces there, while not exceeding the staff-limit stipulated by international treaties. " Yes, the Russian president received the right from the upper house of the parliament to use armed forces in Ukraine, but has not, strictly speaking, even used the right. The Russian forces did not enter the Crimea, they were already there in accordance with the international agreement," Putin said.

On March 18 2014, Russia and the Crimea signed the agreement on the accession of the republic to the Russian Federation.

Today, the President of Russia submitted a bill to the Federal Assembly, with a request to approve the bill about the accession of the Republic of Crimea in the Russian Federation.
