Pro-Russian Forces Attacked in Crimea, One Dead – Report


SIMFEROPOL, March 18 (RIA Novosti) – One pro-Russian militiaman was killed and two other wounded on Tuesday in a sniper attack on the streets of the Crimean capital, Simferopol, local media reported.

A unit of pro-Russian self-defense forces came under sniper fire while searching for a group of unidentified gunmen on a tip from local residents, the Kryminform news agency said citing a Crimean police source.

“As a result, one member of self-defense forces was killed and two were wounded,” the source said, adding that the incident could have been a premeditated provocation.

Meanwhile, the foreign media circulated reports by the Ukrainian military earlier on Tuesday that a Ukrainian soldier was killed and another wounded during an attack on a Ukrainian military base near Simferopol.

The Ukrainian Defense Ministry, however, failed to identify the forces behind the alleged attack.

Following the reports, Reuters cited Ukrainian Prime Minister Arseniy Yatsenyuk as saying that the Ukrainian conflict had moved “from a political one to a military one.”

Shortly after, the Ukrainian Defense Ministry authorized the use of firearms by its servicemen deployed at Crimean bases.

The reports of bloodshed from conflicting sides in Crimea come shortly after the signing of a treaty on Tuesday in Moscow reunifying the Ukrainian breakaway region with Russia after 60 years as part of Ukraine.

Russian Constitutional Court says Crimea deal complies with int'l laws

The Russian Constitutional Court has found the international treaty on joining the Republic of Crimea and the city of Sevastopol to the Russian Federation to be in line with the Constitution, Russian Constitutional Court Chairman Valery Zorkin told reporters.

"The Constitutional Court recognizes that the Treaty corresponds to the Russian Constitution," the Constitutional Court chairman, Valery Zorkin, said on Wednesday.

On Tuesday, March 18, Russian President Vladimir Putin approved the draft treaty on Crimea's reunification with Russia and the formation of new sub-federal entities as part of the Russian Federation. He also notified both chambers of the Russian parliament on the proposals by Crimea's Supreme Council and the legislative assembly of Sevastopol on their joining the Russian Federation.

On Monday, March 17, the Crimean parliament, which declared Crimea an independent state, authorized Prime Minister Sergey Aksyonov and parliament Speaker Vladimir Konstantinov to sign an interstate treaty with the Russian Federation on the admission of the Republic of Crimea and the city of Sevastopol, which has a special status, into the Russian Federation.

The Treaty will be effective since its signing and comes into effect since its ratification.

Earlier in the day, speaker of the State Duma, lower house of Russia's parliament, Sergei Naryshkin said the Russian president would submit the Treaty and the draft federal constitutional law "just today".

"We're ready to discuss and approve these laws within the shortest period of time in full compliance with the norms of international law and the Duma regulations. We'll do it till the end of the week," he said.

State Duma lawmakers do not rule out that the documents will be approved at an extraordinary plenary session on March 20. Members of the Federation Council, upper house of parliament, are planning to gather over this issue on March 21.

Russia's Constitutional Court has received the presidential inquiry on checking the agreement on the accession of Crimea to the Russian Federation.

"On March 18, the Constitutional Court received the president's inquiry on checking the constitutionality of the agreement between the Russian Federation and the Republic of Crimea on the accession of the Republic of Crimea to the Russian Federation and formation of new constituent entities within the Russian Federation," Constitutional Court's press service reported.

Putin applies to Constitutional Court for verification of treaty on Crimea, Sevastopol accession

The Russian president has applied to the Russian Constitutional Court for the verification of the constitutionality of the international treaty on the accession of the Republic of Crimea and the city of Sevastopol to the Russian Federation.

The application was filed on Tuesday, the court press service told Interfax on Wednesday. The press service said the issue would not be considered at public hearings.

The foreign currency amount made up 10 thousand US dollars and 4.5 thousand UAH. The document with secret addresses was accompanied by explanatory comments. The attacker was detained. An investigation is underway.

In Crimea an unknown sniper fired at the soldiers self-defense


19.03.2014, Crimean News - In Simferopol, on Kubanskaya str. in front of Ukrainian military unit the representatives of Crimean self-defense were out shot by unknown sniper. The agency Kriminform informs with reference to the source in the Ministry of the Interior that the forces of the self-defense got to know about the armed men inside the incomplete building. During the verification miscreants engaged the fire on the representatives of Crimean self-defense. One man was killed two were wounded. The fire was engaged in two directions – on the representatives of self-defense and on the solders in Ukrainian unit. The law enforcement leave open the possibility that the fire was open aimed to provoke the escalation of the situation in the Crimea. The investigation actions are carrying out now.

As it was said earlier at Krasnogvardeyskiy Raion unknown persons in camouflage commit arson of the private ownership. Local people doubt the radicals of “Pravij Sector” to be somehow connected to that accident.

Over 70 military units in Crimea hoist Russian flags

Seventy-two military units stationed in Crimea and formerly subordinated to the Ukrainian army command raised Russian flags on Thursday, March 20.

Russian flags were hoisted among others on board six warships and 25 auxiliary vessels which belonged to the Ukrainian Navy.

"The commanders of 72 military units, institutions and ships of the Ukrainian Defence Ministry made the decision to join voluntarily the Russian Armed Forces for further military service," the Crimean government official said.

«The fire was opened by unknown persons from behind. — recalls the wounded self-defence representative Alexander. — He (the lost Cossack — editor’s note) ran to help me. I thank him for it. He tried to get me out. He could not run that far and was shot.»

According to the head physician assistant Michael Sinitsyn, the injured was operated with a gunshot wound of the right thigh. His state of health is considered to be of the average degree of severity. At present, Alexander is in the resuscitation department, there is no threat to life.

Rustam Temirgaliev speaks about changes in the life of Crimeans

Speaking of water and electricity supply, Vice-Prime Minister reported that there are no problems with these resources. In case of separation of power systems of Ukraine and the Republic of Crimea the mobile generation of the electricity will be deployed.

The turnover of the rouble is introduced at a fixed rate of exchange — 1 UAH   can be exchanged for 3.8 roubles. Exchange process will be without restrictions.

State employees, officials, judges are obliged to take up their studies once again. First federal government bodies will start their work next week.

Putin Signs Final Crimea Reunification Decree


MOSCOW, March 21 (RIA Novosti) – Russian President Vladimir Putin signed a decree Friday on the ratification of the treaty providing for the reunification of the Crimean Peninsula with Russia.

The treaty had been already ratified by both houses of the Russian parliament.

Under the decree, the Russian Federation will have 85 regions, up from the previous 83. The Republic of Crimea and the city of Sevastopol, which has a special status within the region, were added as subjects of the Russian Federation following a referendum Sunday in the Black Sea region, which saw over 96 percent of voters in the region back the motion to leave Ukraine and rejoin Russia.

Russian President Vladimir Putin along with Crimean Prime Minister Sergei Aksyonov and other leaders of the region signed an agreement Tuesday in the Kremlin stating the Republic of Crimea was now to be considered Russian territory.

Leaders in the predominantly Russian-ethnic republic refused to recognize the legitimacy of the government in Kiev that came to power amid often violent protests last month, instead seeking reunification with Russia.

Russian President Vladimir Putin has ordered festive fireworks be held in Moscow, Sevastopol and Simferopol on Friday, his Press Secretary Dmitry Peskov said. "The president has signed a decree for festive fireworks to be held today in the cities of Moscow, Simferopol and Sevastopol," Peskov told reporters.

The festive fireworks to mark the incorporation of the Republic of Crimea and the city of Sevastopol into the Russian Federation will take place in Moscow at 10 pm on Friday, a spokesperson for the Moscow mayor and local government said.

"The fireworks will be launched from ten locations in Moscow," the spokesperson said.

2,000 out of 18,000 Ukrainian Troops to Leave Crimea


MOSCOW, March 22 (RIA Novosti) - Less than 2,000 of Ukrainian troops serving in Crimea decided to leave the peninsula for Ukraine, the Russian Defense Ministry said on Saturday.

"As of March 21, less than 2,000 out of 18,000 Ukrainian servicemen staying on the territory of the Republic of Crimea decided to go to Ukraine," the ministry said in a statement.

Those willing to continue their service in the Ukrainian armed forces will be provided with transport to carry their families and belongings to the Ukrainian territory.

A total of 147 military units in Crimea have hoisted Russian flags instead of Ukrainian and applied to join the Russian armed forces.

"St. Andrew's flags of the Russian Navy have been raised on 54 out of 67 vessels of the Ukrainian Navy, including eight warships and one submarine," the defense ministry said.

Ukraine's only submarine, the Zaporizhzhia, joined the Russian Black Sea Fleet earlier on Saturday and will be soon relocated to its base.

Russian Navy Flag Raised at Ukraine's Only Sub


SEVASTOPOL, March 22 (RIA Novosti) - The St.Andrew's flag of the Russian Navy was raised on Ukraine's only submarine, the Zaporizhzhia, on Saturday.

The Zaporizhzhia, commissioned in 1970, will join the Russian Black Sea Fleet, which previously had three submarines.

Captain 1st Rank Anatoly Varochkin, the commander of the Black Sea Fleet's submarine flotilla, told RIA Novosti that half of the Zaporizhzhia's crew, including the captain, refused to serve in the Russian Navy and left the vessel.

"Half of the submarine's crew is ready to serve [Russia] and fulfill their tasks. They know their vessel and will continue service," Varochkin said adding that the submarine was in a poor technical condition.

The submarine will be relocated to Yuzhnaya Bay where the Russian Black Sea is based.

Territorial bodies of the Federal government will appear in Crimea until the end of March


23.03.2014, Crimean News - Crimea goes to the management at the federal level. President of the Russian Federation Vladimir Putin instructed the heads of federal ministries and departments to start forming the territorial bodies of federal government in Crimea and Sevastopol.

The central management should provide with complex measures on creation the executive authorities of new subjects of federation. The staff number of units may be changed in this case.

The final date of the creation is March 29, 2014. Local authorities should submit the first reports on the done work in two weeks.

24.03.2014, Crimean News - The Crimea pays a last tribute to the victims of a fire-fight which took place on the 18′th of March in Simferopol, at Kubanskaya str. Funeral of Don Cossack Ruslan Kozakov and warrant officer of Ukrainian army Sergey Kakurin took place in Simferopol Officer’s Club.

The Crimean authorities, including the chairman of Council of Sergey Aksenov, took place at the funeral. The politician said they will not forget about the families of the heroes.

"You can believe us. We will not forget about you. The heroes will be granted decorations. They are our heroes. I regret with all my heart that those tragedy had happened. I stand for being open to you, for being nearby, and help you no matter what", — claimed Sergey Aksenov.

To the funeral came not only relatives and friends of the killed men, but all the people who was not able to fail to be moved.

"Sergey Kakurin was a real man. He was real in his life, real in his feelings, real in his duty. Не was very reliable and supportive. Не helped his mother all the time. He was a loving father and husband. All the people can say only good things about him. Не was a real officer and did a lot of right things," — said the Deputy Commander for Morale and Welfare of military unit A3674.

Cossack army sergeant Anatoly Aframir also said a few memorable words. "Brother Cossacks, Sister Cossacks, I would like to say a few words. Now I am standing near Ruslan’s coffin. Is Crimea’s Shift the First of a Long Series ?

Beyond the emphatic cries of the West against the accession of the Crimea to the Russian Federation, the real issue is whether this is an orphan event or whether it foreshadows a turning of Eastern Europe toward Moscow. With only enslavement to the Brussels bureaucracy to offer, Brussels fears that existing clienta may be attracted by Moscow’s freedom and money.

Westerners bellow to denounce the "military annexation" of the Crimea by Russia. According to them, Moscow, returning to the "Brezhnev doctrine" threatens the sovereignty of all States which were members not only of the former Soviet Union, but also of the Warsaw Pact, and is about to invade as it did in Hungary in 1956 and Czechoslovakia in 1968.

Is this true ? Obviously, the same Westerners are not convinced of the imminent danger. Though they equate the "annexation" of the Crimea by Vladimir Putin to that of the Sudetenland by Adolf Hitler, they do not think that we are heading towards a Third World War.

At most, they have enacted ​​theoretical sanctions against some Russian leaders
- including Crimean leaders - blocking their accounts in case they should wish to open such in Western banks, or prohibiting them from traveling there, in case they yearned to travel there. True, the Pentagon has sent 22 fighter jets to Poland and the Baltic States, but it does not intend to do more than this posturing for the moment.

What exactly is happening ? Since the fall of the Berlin Wall on November 9, 1989 and the Malta summit that followed on December 2 and 3, the United States has steadily gained ground, and in violation of their promises, have absorbed all Eastern European states - except Russia - into NATO. The process began a few days later, on Christmas 1989, with the overthrow of Ceausescu in Romania and his replacement by another communist dignitary suddenly converted to liberalism : Ion Iliescu. For the first time, the CIA organized a coup in broad daylight, while staging it as a "revolution" thanks to a new television channel, CNN International. This was the beginning of a long series.

Twenty other targets would follow, often by equally fraudulent means : Albania, East Germany , Azerbaijan, Bosnia and Herzegovina , Bulgaria , Croatia , Estonia , Georgia , Hungary , Kosovo , Latvia, Lithuania, Macedonia, Moldova , Montenegro , Poland , Serbia , Slovakia, Slovenia, Czech Republic and Ukraine.

No document was signed at the summit in Malta, but President Bush Sr. , advised by Condoleezza Rice, took the oral commitment that no member of the Warsaw Pact would be accepted into NATO. In reality, East Germany was de facto accepted, by its simple accession to West Germany. And the door being open, now 12 former USSR and Warsaw Pact member states acceded and others have been waiting to join the Alliance.

However, "all good things come to an end." The power of NATO and its civil side, the European Union, is faltering. While the Alliance has never been so numerous , its armies are ineffective. It excels in small theaters of operation, such as Afghanistan, but can not go to war against China, or against Russia, without the certainty of losing as we have seen in Syria this summer.

Ultimately, Westerners are amazed at Russian speed and efficiency. During the Olympic Games in Sochi, Putin stoically uttered no comment on Maidan events. But he reacted when his hands were free. Everyone could see him playing cards he had prepared during his long silence. Within hours, the pro- Russian forces neutralized the pro-Kiev Crimea forces while a revolution was organized in Semferopol to bring to power a pro-Russian team. The new government called for a referendum on self-determination which saw a huge pro-Russian wave, Tatar population included. Then the official Russian forces captured the soldiers still loyal to Kiev with their equipment. All this without firing a shot, with the exception of a pro-NATO Ukrainian sniper who was arrested in Semferopol after killing a person from each side.

Twenty years ago, the same Crimeans would certainly have voted against Russia. But today, freedom is better provided by Moscow than by Kiev, where a third of the government has gone back to the Nazis and the other two thirds to the representatives of the oligarchs. In addition, their bankrupt economy was immediately underwritten by the Bank of Russia, while, despite the IMF and loans from the U.S. and EU, Kiev is sentenced to a long period of poverty. It was not necessary to speak Russian to make that choice and, despite Western propaganda, Muslim Tatars did so as well as Russian speakers. This is also the choice of 88 % of Ukrainian troops stationed in the Crimea, who rallied with Moscow with the intention of bringing their families and getting their Russian citizenship. It is also the choice of 82 % of Ukrainian sailors who were at sea, too happy to be Russians, they rallied to Moscow with their ships without being forced in any way.

Freedom and prosperity that were selling in the West for almost 70 years, have changed sides.

This is not to say that Russia is perfect, but to note that for Crimeans and in reality for most Europeans, it is more attractive than the Western camp.

That is why the independence of the Crimea and its accession to the Russian Federation marked the return of the pendulum. For the first time, an ex-Soviet people freely decided to recognize the authority of Moscow. What Westerners fear is that this event is comparable to the fall of the Berlin Wall in effect, but in the other direction. Why would we not see among the member states of NATO -like Greece - or simply in the European Union – like Cyprus – some that would follow the same path ? The Western camp would then disagregate and sink into a very deep recession - like Yeltsin’s Russia -.

In addition, the question of the survival of the United States would inevitably arise. The dissolution of the USSR should have caused that of its enemy and nonetheless partner, however, these two superpowers existing only to face one another. But it did not happen. Washington, being deprived of its competitor, launched into world conquest, globalized the economy and installed a new order. It took two years and one month for the Soviet Union to dissolve after the fall of the Berlin Wall. Will we soon see the dissolution of the United States and the European Union into several entities, as theorized by Igor Panarin of the Diplomatic Academy in Moscow ? The collapse would be even faster as Washington reduced its subsidies to its allies and its Brussels Structural Funds.

Nobody should fear the attractiveness of Russia, because it is an imperial power but not imperialist. If Moscow tends to snub small countries it protects, it does not intend to extend its hegemony by force. Its military strategy is the "denial of access" to its territory. Its armies are the first in the world in terms of anti-aircraft and anti-ship defense. They can destroy fleets of bombers and aircraft carriers. But they are not equipped to set out to conquer the world, or deployed in quantities of external bases.

It is particularly strange to hear Westerners denounce membership of Crimea to Russia as contrary to international law and the Constitution of Ukraine. Is it not they who dismembered the USSR and the Warsaw Pact ? Is it not they who broke the constitutional order in Kiev ?

German Foreign Minister, Frank-Walter Steinmeier, deplores alleged Russian will to "cut Europe in two." But Russia got rid of the Soviet bureaucratic dictatorship and does not intend to restore the Iron Curtain. It is the United States who wants to cut Europe in two to avoid hemoraging to the east. The new bureaucratic dictatorship is not in Moscow but in Brussels, it is called the European Union.

Henceforth, Washington is trying to bind its allies to its camp. It extends its missile cover to Poland, Romania and Azerbaijan. It is no longer a mystery that its "shield" was never intended to counter Iranian missiles, but is designed to attack Russia. It also tries to push its European allies to take economic sanctions that would cripple the continent and would push capital to flee... to the United States .

"Today, in Crimea, according to the legislation of the Russian Federation, some weapons will be available for people   — said Maria Butina. — If a person does not have mental and medical contraindications, and if he is 18 years of age, then, if he wants, he would be able to purchase firearms. And I would like to note that, despite the availability of weapons in our country, the number of infringements of the law with its use has not increased. Illegal weapons are mainly used for crimes to make it impossible to determine the identity.

Our organization is engaged in educating the public about their rights and duties in keeping of weapons. We plan to open branches in Simferopol and Sevastopol."

Maria Butina also told about the types and conditions of storage of weapons: "If you want to buy weapons for self-defense and to carry them with you, then by law it is allowed to have a traumatic and gas weapons. It must be kept unloaded and you must inform the law enforcement agencies if you are going to use it.

If you intend to keep weapons at home, it should be kept in an iron box, and it should not be given to other people, even nearest friends and relatives. It is supposed to be transported in a cover and be unloaded. And, of course, any kind of weapon is required to have license, which they obliged to give you upon request no longer than in a month in the absence of objective reasons for the refusal."

In conclusion, Maria Butina warned that for illegal possession and distribution of arms and ammunition a person has to be punished to five years of imprisonment.

'External threat eliminated': self-defense detachments of Sevastopol disbanded

Chairman of the Coordinating Council of the Sevastopol city administration Alexey Chaly has signed a decree "On the cessation of operation of militias" on Tuesday.

"Due to the entry of the city of Sevastopol to the Russian Federation and the establishment of the state border with Ukraine it is considered inappropriate to continue the work of operation of militias. Thus such units should be disbanded", it is stated in the document, the text of which is cited on the official website of the coordinating council. The message on the site says that thousands of residents organized themselves at a critical moment for the protection of Sevastopol: patrolled the streets, guarding vital urban infrastructure, were on watch at checkpoints.

Chaly thanked the militias for work and the benefit for Sevastopol and said that they have made an invaluable contribution to the security of the city. "External threat, which opposed the self-defense units, has been eliminated, Crimea and Sevastopol have become part of the Russian Federation and no military units that belonged to the Kiev authorities are left on the territory of the Crimea", Chaly said in a statement published on the website of the coordinating council.

He noted that in the most difficult days such unites helped Sevastopol to stand. "I want to thank all the militias. In the first, the darkest days of the "Russian Spring" you were the only shield of the new government, which eventually let happen what happened: Sevastopol returned to the bosom of their historic homeland. I want to announce that the coordinating council of the city of Sevastopol has established a distinctive sign which will be awarded to participants self-defense units of the city "-said the Chairman of the Coordinating Council.

According to him, the process of social reform in Sevastopol will take some time, but improvements are evolutionary, legitimate, and not revolutionary. Ministry of Internal Affairs of Ukraine started cleaning out of the "Right sector"


26.03.2014. Crimean News. - The Ministry of Internal Affairs of Ukraine demanded from citizens to surrender all kinds of armament . However, the leader of the radical "Right sector" union Dmitry Yarosh said that activists will not be disarmed.

Ministry of Internal Affairs declared that formations which have not surrender their weapons are outlawed. Strict measures will be taken to armed groups.

Besides, the acting Interior Minister Arsen Avakov ordered to carry out interrogations of the "Right sector" leaders. Radicals threaten law enforcement agencies, especially after the assassination of the coordinator of the west Ukrainian cell Alexander Muzychko.

According to the head of the State Duma Committee on Foreign Affairs Alexei Pushkov, death of the fighter is only the first stage of the allies struggle for the power demarcation.
