Two children die in shelling at school in east Ukraine DPR Interior Ministry

The children were playing football at the moment and died of shrapnel wounds, according to the press service of the self-proclaimed Donetsk Peoples Republic Interior Ministry

DONETSK, November 5. /TASS/. Two children have died in shelling at a school in the Kuibyshevsky district of Donetsk, eastern Ukraine, the press service of the self-proclaimed Donetsk Peoples Republic Interior Ministry said on Wednesday.

An artillery shell hit the building of School 63. At that moment children were playing football in the front of the school. They died because of shrapnel wounds, the press service said.

On October 1, Ukrainian security forces attacked another school. According to the ministrys press service, the shelling left three people dead and seven injured. On the day of new school year the Donetsk authorities decided not to organize solemn ceremonies at schools in the Kievsky, Petrovsky and Kuibyshevsky districts.

Russia detectives to question Ukrainian serviceman giving interview on Boeing crash

MOSCOW, December 23. /TASS/. Detectives will soon question as a witness a Ukrainian serviceman who gave an interview to the Komsomolskaya Pravda daily about the Malaysian Boeing crash, spokesman of Russian Investigative Committee Vladimir Markin told TASS on Tuesday.

Today detectives have talked to the chief editor and journalists of the Komsomolskaya Pravda daily who interviewed a Ukrainian serviceman at the editors office and received the specific data about the Ukrainian citizen. Moreover, I can say that detectives have already got in touch with him and we can question him as a witness in the near future within the investigation of the criminal case over the use of banned means and methods of warfare in south-east Ukraine, he noted.

Detectives plan to receive from him information concerning the subject of the investigation and details of the Boeing-777 crash which he gave in an interview with the daily in order to check their authenticity and objectiveness, the Investigative Committee spokesman added.

Ukrainian pilot shot down Malaysian Boeing MH17, secret witness says

A secret witness claims that it was a Ukrainian Su-25 aircraft that downed the Malaysian Boeing, flight MH-17, near Donetsk, in the summer of 2014. The Komsomolskaya Pravda newspaper, whose journalists interviewed the unnamed witness, said that on July 17, two Ukrainian military aircraft were shot down in the war zone, and the pilot of the third fighter jet fired an air-to-air missile into the Malaysian Boeing.

Below is the interview that the man gave to the Komsomolskaya Pravda newspaper.   

Su-25 fighter jet returned without missiles

"Where were you July 17, 2014, the day when the Malaysian Boeing was shot down?"   

"I was on the territory of Ukraine in Dnepropetrovsk, in Aviatorskoe village. There's a common airport there. Fighters and helicopters were based there. The planes would regular go on sorties, Su-25 fighter jets would bomb Donetsk and Luhansk."
   
"Did the planes fly operationally every day?"

"They did, every day."

"Why do you suggest that these planes could be related to the crash of the Boeing?"   

"For several reasons. Out of eight planes that were based there, only two were outfitted with air-to-air missiles. The missiles were mounted on those two planes."

"Why? Were there battles in the air?"

"No, the missiles were mounted on the aircraft to cover them up in the air, just in case. Basically, the planes were armed with ammunition for ground operations, such as unguided missiles and bombs."

"Tell us about July 17th."

"The planes were flying regularly that day. They were flying the whole day, since early morning. In the afternoon, about an hour before the Boeing was shot down,   three strike fighters took off for a mission. I do not remember the time exactly. One of the aircraft was equipped with such missiles. It was a Su-25."

"Did you personally see that?"

"Yes, I did."   

"Where was you observation point?"

"On the territory. I won't say specifically."

"Did you have a possibility to see what was being suspended to the pylons of the aircraft? Could you confuse between air-to-air and ground-to-air missiles?"

"No, I could not mix them up. They vary in size, fin assembly, coloration and the guiding head. It is very easy to identify them. In general, after a while, only one plane returned, two others were shot down, somewhere in the east of Ukraine, so I was told. One plane returned, on which those missiles were suspended."

"Did it return without the missiles?"

"Without missiles. The pilot was very scared."

"Are you familiar with that pilot, have you ever seen him?"   

"Yes."

"Can you say what his name is?"

"His last name is Voloshin."   

"Was he alone in the plane?'

"Yes, he was. The aircraft is designed for one person."

"Do you know his name?"

"Vladislav, I think. I can not say for sure. He's a captain."

The plane was at the wrong place at the wrong time   

"So Captain Voloshin returned. Next?"

"He returned without ammunition."

"The missiles were gone?"

"Yes."   

"So the plane returned from a mission, you were not aware about the crash of the Boeing yet, but you were somehow surprised with the absence of air-to-air missiles. How come?"

"Those missiles are not included in the basic ammunition. They can be suspended on a plane following a special order. As a rule, they tried not to fly aircraft with those   missiles, because one can not move such missiles in the air just like that. It's possible to hang only two such missiles on this plane. They have never been used before. They had been decommissioned. However, a week before the crash of the Boeing, the use of those missiles was urgently extended. The missiles had not been used for many years."

"Why?"

"Their resource expired. They are of the Soviet production."

"Did they hang them on the plane that day?"

"They were all the time with those missiles."

"But they did not fly?"

"They tried not to, as every flight reduces resource. Yet, the plane took off that day."

"And it returned without them?"

"Yes. As long as I know the pilot a little ... it is quite possible that when two aircraft were shot down before his eyes, he simply showed a frightened, inadequate reaction. He could launch the missiles at the Boeing out of fright or to revenge. Maybe, he took it for some other combat aircraft."

"Were they the missiles with homing heads?"

"Yes."

"Do they search for the target themselves?"

"No. It is the pilot who sets the target. Then he launches a missile, and it flies to the target."

"What else do you remember from that day? What did the pilot say?"

"The phrase that he said when he was taken off the plane: "Wrong plane." And in the evening, there was a phrase that he said answering a question from another pilot, who asked Voloshin: "What happened to the plane?" To which he replied: "The plane was in the wrong place at the wrong times."

"Was the pilot serving there for long? How old is he?"

"Voloshin is about 30 years. His unit is based in Nikolaev. They were sent to Dnepropetrovsk. Before that, he had been to Chuguev, near Kharkov. They were   bombing Donetsk and Luhansk during all that time. And, according to a serviceman from the unit in Nikolaev, they still continue to do it."

Ukraine stated that on the day of the disaster there were no sorties made

"Did the pilots have a good combat experience?"

"Those who were there they were experienced. The Nikolaev unit was the best unit in Ukraine in 2013, I think."

"Did Pilots try to discuss the story of the Boeing?"

"All attempts to discuss it would be immediately suppressed. The pilots, they would interact with each other, and they were so ... proud."

"What happened to this pilot, Captain Voloshin, after they learned about the Boeing?"

'They continued the sorties. The pilots were the same."

"Let's try to simulate events. How could they develop? Three aircraft flew on a combat mission. They found themselves in the zone, in which the passenger Boeing was flying. Two aircraft were shot down. Captain Voloshin got nervous and scared, and perhaps he took the Boeing for a combat aircraft?"

"Maybe. The distance was large, so he could not see what kind of plane it was exactly."

"From what distance can those missiles be launched?"   

"From about 3-5 km, they can set a target."   

"What about the speed difference between a combat aircraft and a Boeing?

"It doesn't matter: a missile has a pretty good speed. A plane can - at its maximum altitude of 7,000 meters - easy fix the target. The flight range of the missile is more than 10 kilometers."

"At what distance does this missile explode? Can it hit a target and then explode?   

"It can, depending on the modification. It can literally fly into the body and it can also explode at a distance of 500 meters."

"We worked at the crash site of the Boeing and noticed that fragments hit the body of the aircraft a very concentrated way. It looked like it exploded just two meters away from the Boeing."

"There is such a missile, it explodes like shrapnel."

"Ukraine stated that they had no sorties that day. We checked various sources on the downed aircraft. Ukraine denies that its warplanes were flying that day."

"I know about it. Ukraine also said that those two aircraft were shot down on December 16, not on December 17. They repeatedly changed the date. But in fact, sorties would be conducted daily. I saw it myself. There were sorties made even during the time of the truce, however, less often."

"What weapons were there on the aircraft at your airport? Were phosphorous bombs used or incendiary mixtures? The Ukrainian artillery was using them actively on the ground."

"I did not see phosphorous bombs. They used volume-detonating bombs, though."

"Are they banned?"

"Yes, they are. The bomb was designed for Afghanistan. It was banned under some convention, I do not remember exactly which one. The bomb scorches everything out."

"Were they mounted on aircraft and then used in combat action?"

"Yes. There were also banned cluster bombs. An aviation cluster bomb, depending on the size, can strike very large targets. To completely destroy a stadium, one bomb is enough."

"Why were they using such weapons?"

"They were following orders. Whose orders exactly remains unclear."

"What the main purpose of such weapons - intimidation?"

"No - maximum destruction of manpower."   

"Why did you go to Russia ad decided to tell us about it? You're not the only witness!"

"The Security Service of Ukraine and the National Guard of Ukraine intimidated all. People can be beaten for every careless word, or jailed for any insignificant suspicion of being sympathetic to Russia or to the militia. I was against the "anti-terrorist operation" from the start. I do not agree with the policy of the Ukrainian administration. A civil war is a wrong way to go. Killing your own people is not normal. I do not want to stay in Ukraine to be involved in all that."

Yatsenyuk Rewrites History: USSR Invaded Germany

Ukrainian Prime Minister Arseniy Yatsenyuk has amazed the world with his knowledge of history: in his interview with the German TV channel ARD, the politician said that "all of us still clearly remember the Soviet invasion into Ukraine and Germany," referring to the Second World War.   
   
MOSCOW, January 9 (Sputnik) Ukrainian Prime Minister Arseniy Yatsenyuk has demonstrated his knowledge of history to the world.   
   
On Thursday, while on an official visit to Berlin, the bespectacled young politician was interviewed live by the German TV channel ARD, where he claimed that the USSR had kicked off the Second World War by invading Germany.   
   
"All of us still clearly remember the Soviet invasion of Ukraine and Germany," he said. "We need to avoid it."   
   
"Nobody has the right to rewrite the results of the Second World War," he added. "Russia's President Putin is trying to do exactly this."   
   
Yatsenyuk, however, did not clarify what particular results of the Second World War President Putin is trying to rewrite. The TV host seemed uninterested in pursuing the matter.   
   
Moscow has requested Berlin to clarify its position on the Ukrainian Prime Ministers description of a Soviet invasion of Germany and Ukraine during World War II, Russian Deputy Foreign Minister Vladimir Titov said Friday.   
   
We have sent a note to the German Foreign Ministry requesting its official position regarding extremist remarks made by Ukrainian Prime Minister Arseniy Yatsenyuk, which distort history, Titov told the press.   
   
Prior to the Second World War, most of Ukraine, including Kiev, was part of the USSR although what was to become western Ukraine was split between Poland, Czechoslovakia, and Romania.   
   
In September of 1939, Nazi Germany and the Soviet Union split Poland and entered into other countries which had been established in the wake of the First World War.   
   
Although several independent Ukrainian states had existed briefly following the collapse of the Russian Empire, these were short-lived and had been subsumed into Poland and the Soviet Union by 1921.   
   
And of course, it was Nazi Germany which invaded the Soviet Union on June 22, 1941 under the codename Operation Barbarossa. Soviet troops eventually did take Berlin in May of 1945, after a grueling conflict which had cost the USSR over 22 million lives.   
   
The TV host seemed not to be aware of the Prime Minister's historical gaffe.

The prime ministers remarks have already been criticized by Russia.   
   
In his Twitter, the head of Russias parliamentary committee on international affairs Aleksei Pushkov made the following comment:   
   
"Yatsenyuk has finally gone off his rocker. After his statement regarding 'the Soviet invasion into Germany and Ukraine' during the Second World War, one cant take him seriously."

ICC May Consider Moscow Red Cross' Report on Kiev War Crimes in Donbas

The International Criminal Court in the Hague has received a report from the Moscow Red Cross regarding the war crimes committed by Kiev officials in the east of Ukraine.

MOSCOW, January 13 (Sputnik) The Hague's International Criminal Court (ICC) has received a report by the Moscow Red Cross on the crimes Kiev officials committed in Donbas, the organization's chairman lawyer Igor Trunov told RIA Novosti Tuesday.

"An answer came from the public prosecutor of the ICC in The Hague, that our application of an investigation into the facts of crimes against humanity, committed by Ukrainian officials, has been accepted for consideration," Trunov told RIA Novosti.

"We are putting a question regarding the murder, massacre, enslavement, bombing of settlements, pressure by starvation, committed by Ukrainian officials towards civilians," Trunov added.

Ukrainian authorities have also been accused of "persecution on political, racial or religious grounds, the torture of prisoners and other crimes within the jurisdiction of the ICC tribunal."

Last month, the Moscow Red Cross sent a statement to the UN Security Council, listing war crimes committed by Kiev officials in Donbas, all of which were in the Court's jurisdiction.

Russia's Investigative Committee, in turn, is investigating a number of cases of genocide against the Russian-speaking population of Donetsk and Luhansk.

According to the latest UN data, more than 4,7 housand civilians fell victim to the armed conflict in Donbas, more than 10 thousand were injured. Kiev and independence supporters signed a ceasefire agreement on September 5 in Minsk with the mediation of Russia and the Organization for Security and Co-operation in Europe (OSCE), but the truce has been regularly violated.

Poroshenko and Harf Shift Blame in Bus Tragedy to Justify Kiev Atrocity

On January 13th 12 Ukrainian passengers on a bus in Ukraine heading toward Donetsk in Ukraines breakaway Donbass region were killed in an explosion near the Ukrainian town of Volnovaha. Ten casualties were reported directly and two more died later in the hospital. Both the Kiev Government and Marie Harf of the Obama Administration were quick to put the blame on the Novorussia army (the defenders of the breakaway region) saying it was an artillery strike from them. Attacks on the airport of Donetsk and the shelling of the bus, which killed 10 people and injured 13 more, constitute gross violations of the Minsk agreements, said Harf.

The problem is that the nearest artillery set up in Donetsk Republic (DNR) is over 50 kilometers away, which is well out of range.

Ukraines President Petro Poroshenko immediately ordered another mobilization of conscripts, and Kiev tightened the blockade of Donbass by stopping bus and train travel near the war-torn area.

The problem for the Ukrainian and the US Administrations claim is that video footage from the scene shows clearly that the area was actually mined the Ukrainian Government had killed these people. The video footage was taken by Ukrainian soldiers at the scene.

Further complicating the claim that this was an artillery attack is in an apparent attempt at a coverup by Kiev. This hole is what the Ukrainian government is claiming to be the crater from the shell blast. The hole itself has square edges obviously made with the shovel used to dig it.

Simplifying the investigation is this image from the scene that shows a Ukrainian soldier with what appears to be a claymore mine. Claymore mines are direction anti-personnel mines that can be triggered remotely.

Shown in the Vkontakte social media post below Pravy Sektor has taken responsibility for the attack saying they killed 15 terrorists and took 3 prisoners. The men, women, and children on the bus were civilians whose crime was traveling on a bus on the wrong day. The area they were traveling in is completely in the Ukrainian governments control. This is another outrage.

What is Kiev Up To?

For the last few days Kiev has gone on the offensive again. In the last 24 hours Kiev has broken the peace treaty over 60 times. Incendiary shells rained down on Donetsk overnight. Over the previous 24 hours prior to that Kiev attacked over 40 times. Donbass forces are now on a counter offensive retaking towns Poroshenkos forces have attacked with tanks in what is supposed to be neutral area.

In a hacked document from Ukrainian SBU (equivalent to FBI) head Valentin Nalyvaichenko, dated December 25th, 2014, attacks on civilians in towns occupied by the Ukrainian army were ordered. (Note: this is in the Ukrainian Government controlled area, not in the rebel-held area.) The document states that patriotic nationalist officers were to set up temporary artillery positions and kill civilians. The reasoning according to the document is low Ukrainian troop morale. Local citizens are questioning the soldiers right to be there, and these citizens support the the Novorussia volunteers. Ukrainian conscript-soldiers are losing the will to continue fighting in the war. (The objective of simply killing the local residents the people who live there is not what they had thought that the alleged Anti-Terrorist Operation, or ATO, was all about.) The document was not written by conscripts, who are the general Ukrainian population; it was instead written by a true-believing nazi, or fascist racist, an individual who instead represents the people that the Obama Administration (now with the full support of the U.S. Congress) had placed into power during the February 2014 coup and these nazis particular hatred is directed specifically against Russians, and against anyone who supports Russia and Russians. The killing of the residents there is thus a morale-booster for the relatively few nazis who are fighting on the side of the Ukrainian Government, but not for the majority of that Governments troops, for whom it is the opposite: very depressing to be participating in.

The document stipulates that after the attacks are completed, nationalist officers were to then move the artillery positions and blame Donbass defense forces for the attack. This propaganda move is designed to enrage conscripts in the Ukrainian army against the enemy and raise morale needed for the offensive Kiev is now beginning. The officers would be reassigned to a different location away from the apparent war crime.

The document shown above is more clear evidence of crimes against humanity by the Ukrainian government. The question is how long will they be allowed to investigate their own criminal actions, and when will the world demand justice for the people of Ukraine and Donbass?

DONETSK, January 18. /TASS/. Kiev has used truce in Donbass to realign its forces and considerably build up heavy weapons, head of the self-proclaimed Donetsk Peoples Republic /DPR/ Alexander Zakharchenko told TASS on Sunday.

At the moment, living quarters of Donetsk and Luhansk are being heavily shelled from large-calibre Grad and Uragan missile systems, he said. Kiev is seeking to avenge for the major defeat from Donbass self-defence forces last year.

Kiev has always ignored numerous proposals to pull out heavy weapons from the disengagement line, the DPR leader stressed. It is just another Kievs attempt to unleash a war.

Earlier on Sunday, an adviser to the Ukrainian president, Yuri Biryukov, said the Ukrainian military had been ordered to open heavy fire at the positions of militias in the zone of the force operation in southeastern Ukraine.

Later, the DPR confirmed that the city of Donetsk had been shelled from all types of weapons by the Ukrainian troops.

STRASBOURG, January 25. /TASS/. The recent shelling of Ukraines Mariupol is another provocation of Ukraines military in order to accuse the militia once again and to fail the Minsk agreements on the eve of the PACE session, head of the State Dumas committee on the CIS, a member of the Russian delegation to PACE Leonid Slutsky told reporters on Sunday.   
   
The events in Mariupol are in line with the explosion in Volnovakha and the crash of the Malaysian Boeing. The reports from OSCE prove the shells arrived from Ukraines military. However, they do not prefer to not them, putting things upside down, and again accusing Moscow, he said.   
   
The legislator said Ukraines President Pyotr Poroshenko and the U.S. Vice President Joe Biden on this background had been discussing already how to make sanctions against Russian even tougher. Here comes the key question - who benefits from failing the truce? Those who want to fail the process of restoring trust between Russia and Europe, those who are not interested in the negotiations of the Normandy or Minsk formats. Who is it? Washingtons leaders are.   
   
The provocation in Mariupol was timed to coincide with negotiations, where the coming will be the PACE session opening in Strasbourg, he said. Kievs authorities here are only means not to allow improvement of relations between Europe and Russia.   
   
On January 24, Ukraines Defence Minister Stepan Poltorak announced additional force and munitions were taken towards Mariupol.   
   
Head of the self-proclaimed Donetsk Peoples Republic Alexander Zakharchenko said the militia was not going to attack the city, adding he had ordered to neutralise positions of Kievs military to the east from Mariupol only as Kiev tried to make the militia responsible for its mistaken shelling of houses in the city. DONETSK, February 4. /TASS/. Ukrainian military forces fired a shell hitting the 27th hospital in Tekstilshchik residential district in war-torn east Ukrainian city of Donetsk and leaving several people dead and wounded, the press service of city authorities reported.

A power line was also damaged, the whole residential area was left without power supply.

The number of those killed and wounded is not specified.

Yet another ceasefire attempt fails

Unrecognized Donetsk republic defense ministry spokesman previously said that Kiev had rejected a ceasefire initiative offering unacceptable conditions.

After the Donetsk republic on February 2 asked to introduce a "silence regime" near the city of Uglegorsk to evacuate civilians, Kiev replied with a proposal to expand the ceasefire to four other cities. The proposal raised fears that the Ukrainian side could use the silence regime for taking the surrounded Ukrainian army and National Guard units from the encirclement rather than for evacuating civilians.

Huge explosion at Donetsk chemical plant, Kiev blames dropped cigarette butt (VIDEO)

Windows were shattered and homes shaken in Donetsk after a huge blast rocked the vicinity of a city chemical plant which was under rebel control. Kiev and the militants accuse each other of causing the blast.

The powerful explosion took place at 10:50pm local time on Sunday. Local militia reported that a military chemical plant DKZHI was the target of Kievs artillery shelling.

Witnesses saw the sky lit up by the explosion, some nearby living residents had their windows broken by the blasts shockwave and many others felt the ground shake, RIA Novosti reported. Even those living in nearby towns said they felt the tremor.

The center of the blast was near DKZHI, co-chairman of the anti-Kiev Peoples Front Konstantin Dolgov said on his Facebook page. The factory is known for producing chemical products used for industrial explosives, ammunition and equipment artillery bombs. This is not the first time the plant has been the target of a Kiev attack. It was also hit with artillery rockets in September and November.

The militia forces would not immediately confirm if there were casualties, either among militiamen or civilians. But they said the fire, which started after the explosion, poses no threat of a chemical spill, which is a cause of great concern at the plant, as it handles toxic compounds in producing explosives.

The spokesman for Kiev's Anti-Terrorist Operation said that rebels were at fault for the accident.

Not all pro-Kiev officials agreed.

The Ukrainian military deployed a Smerch (the BM-30 Tornado) multiple rocket system to shell the area in the city, Boris Filatov, former deputy head of the industrial Dnepropetrovsk Region and a member of the Ukrainian parliament (Verkhovna Rada), said on his Facebook page.

According to Filatov, the men who fired the missiles do not know what they hit because they were shooting based on coordinates.

Earlier, Ukrainian far-right politician and paramilitary commander Dmitry Yarosh, who is involved in the Kiev military action in southeastern Ukraine, confirmed on his Facebook page that the explosion was caused by Ukrainian artillery.

Yarosh, who is wanted by Interpol on charges of inciting terrorism, was elected to the Rada in October 2014. He played a key role in the protests on Maidan (Kievs Independence Square), which led to the toppling of Viktor Yanukovichs government earlier that year. Back in May, the Right Sector leader received less than 1 percent of the vote in Ukraines presidential election.

Meanwhile, the situation in southeastern Ukraine has been rapidly worsening since January 18, when Ukrainian troops have launched a massive assault on militia-held territories after an order from Kiev.

Shelling of the rebel-controlled towns has been witnessed on a daily basis, including the city of Donetsk, with both sides blaming each other for violence. Meanwhile, the indiscriminate shelling of residential areas by Kiev, at times with internationally-prohibited arms, has even been confirmed by the Ukrainian governments strongest supporter Washington.

John McCain, US Chairman of the Senate Committee on Armed Services, said Kiev used cluster bombs claiming its because Ukrainian troops did not have better weapons delivered to them by the US.

Reports from Donetsk coincided with the latest report from the German intelligence service, which estimates the real losses in the Ukrainian civil war at 50,000 dead (civilians and servicemen). This reported figure is nearly 10 times higher than the death toll named by the Kiev authorities.

Meanwhile, the Ukrainian crisis became the center stage of discussions as the world leaders commenced for the Munich Security Conference.

The latest breakthrough was announced on Sunday with plans for Normandy Four format peace talks. The meeting may be held in the Belarusian capital, Minsk, as early as Wednesday, the German government said, following a phone call between Russias Vladimir Putin, Ukrainian President Petro Poroshenko, German Chancellor Angela Merkel and French leader Francois Hollande.

MOSCOW, February 11. /TASS/. At least one person was killed and two others were injured on Wednesday when a shell hit a bus stop in downtown Donetsk, the emergencies ministry of the self-proclaimed Donetsk peoples republic said.

"At around 8 a.m. (local time) one of the shells hit a bus stop "Center" when Ukrainian troops shelled the city. One person was killed and another two were wounded," a spokesperson for the ministry said.

The shelling also damaged two buses, the roof of the bus stations building and the nearby supermarket.

In late January, the shelling by the Ukrainian military forces of a public transport stop killed 13 and left other 20 wounded in the war-torn Donetsk.

Russian PM orders humanitarian gas supplies to south-eastern Ukraine

The Russian prime minister has ordered to provide humanitarian aid to the citizens of Debaltsevo and other settlemets in the conflict zone, including the gas supplies

MOSCOW, February 19. /TASS/. Russian Prime Minister Dmitry Medvedev has ordered assistance to the citizens of Debaltsevo and other settlements in the Ukrainian conflict zone that are facing a humanitarian crisis.

"I have tasked the Emergencies Ministry with preparing necessary decisions on providing humanitarian assistance to immediately deliver humanitarian aid and namely food and medicines in accordance with international rules," Medvedev said.

The prime minister told a government meeting that people in Debaltsevo and neighboring areas are "starving."

Russian Emergencies Ministry has reacted immediately saying it will send additional humanitarian aid convoy to Debaltsevo urgently.

"An Emergencies Ministry convoy will depart for Donetsk and Luhansk with humanitarian cargoes that from there will be delivered to Debaltsevo and a number of other localities that experience shortages of food, prime necessities and have no life support facilities," the ministry said.

Local authorities have been urgently deploying in these areas social canteens, humanitarian aid reception centres. "The dispatch of the ministrys convoys will help stabilise the situation and prevent a humanitarian disaster," the ministry said.

The cargo is already being formed in the Rostov region. "Part of humanitarian aid will be airlifted to Rostov-on-Don by Emergences Ministrys planes today and then will be reloaded on the convoy trucks," the Emergencies Ministry said.

He was referring to Mondays incident in the village of Konstantinovka, the Donetsk Region, in which an armored vehicle ran over and killed an 8-year-old girl. The woman hurt in the same accident is in hospital in grave condition.

"Thats the kind of attitude they take to local civilians. They take the liberty of getting drunk and the riding about in armored vehicles and hitting civilians. Moreover, as you know, the local police have been ordered to use firearms against their own people," Yemelyanov said.

The town of Konstantinovka is under the control of Ukrainian military. As the Donetsk Regions police department has said, the incident has sparked an angry public response. Local residents set fire to tires in front of the hostel being used by Ukrainian troops and smashed windows in the building. On the site of the tragedy about 30 men overturned a traffic police car. A rally followed.

The chief of the Donetsk regional state administration, Aleksandr Kikhtenko, has said that the movements of armored vehicles in the territory of the Donetsk Region would be limited.

"There will be imposed restrictions on the movements of armored vehicles. New routes for them will be mapped. Tracked vehicles will not be allowed in the streets. They will be transported only by trailer trucks. That will be done in the entire territory of the Donetsk Region under the control of the Ukrainian authorities," he said.

Monitors of the Organization for Security and Cooperation in Europe (OSCE) have reported increased ceasefire violations at and around the Donetsk airport, according to a daily update of the OSCE Special Monitoring Mission (SMM) to Ukraine for August 6 that was posted on its website on Friday.

There was a significant increase in ceasefire violations at and around "Donetsk Peoples Republic" ("DPR")-controlled Donetsk airport compared with the previous day," the SMM said in the report. The SMM said it had heard a total of 125 explosions and "intensive exchanges of small-arms and light-weapons, heavy machine-gun and automatic grenade launcher fire."

In Gorlovka, the SMM monitors observed the consequences of artillery sh

elling and confirmed the death of one civilian. "The SMM observed the corpse of a man (aged 65-70 years old) who had soft tissue damage to the lower limbs, which may have been caused by shrapnel," the report said.

In the settlement of Primorskoye some 39 kilometres northeast of Mariupol, local residents told the SMM that shelling had taken place overnight to August 6. "The SMM observed 18 craters in the village, and conducted analysis on 12. The analysis showed that the craters were caused by mortars (120mm calibre) fired from the north-west," the report said.

In the government-controlled settlement of Schastye, the OSCE monitors observed damage done to the local electricity plant. "A Ukrainian Armed Forces officer explained to the SMM that shelling at approximately 22:30hrs on 5 August had damaged a high-voltage cable supplying the northern part of the region. The SMM saw a destroyed 220 kV cable. The SMM was unable to identify what had caused the damage," the report said.
